In Ukraine, Tetra Tech implements the USAID Energy Security Project (ESP), a seven-year project funded by the United States Agency for International Development (USAID) and the largest USAID project in Ukraine so far. USAID ESP’s mission is to enhance Ukraine’s energy security, improve the energy legal and regulatory environment, and bolster energy supply resilience to support economic development and sustain Ukraine’s democracy. Tetra Tech is working closely with the Government of Ukraine to develop competitive energy markets and facilitate private sector-led energy investments to provide affordable, reliable, resilient, and secure energy for all Ukrainians. The project is expected to run through June 2025.

Tetra Tech seeking a Senior Technical Expert who will be responsible for implementing energy technical tasks and activities with the Ministry of Communities, Territories, and Infrastructure Development of Ukraine (Ministry of Infrastructure/MIU) Support Project Team. The focus will be on assisting the Ministry in evaluating energy projects and preparing proposals for funding these projects. This is a full-time position for a period of one year, with the possibility of an extension for another term, embedded in the Ministry of Infrastructure of Ukraine. Position responsibilities 

  • Prioritize project activities and provide thought leadership and technical support as needed to accelerate the support activities.
  • Facilitate technical energy activities for the MIU Support Team.
  • Facilitate the development of distributed energy generation projects based on cogeneration and alternative fuel sources.
  • Facilitate or support private investment participation.
  • Assist in analyzing potential projects and their prioritization.
  • Contribute to the required deliverables for USAID, including weekly, monthly, quarterly, annual, and other reports.
  • Other duties as assigned.

 

Minimum qualifications

  • Minimum bachelor’s degree in engineering, energy, or related field.
  • Native Ukrainian language skills and working knowledge of written and spoken English.
  • Knowledge of and practical experience with cogeneration technologies.
  • Knowledge of distributed generation and mini-grid systems.
  • Preferred experience in feasibility, formulation, technical design, and operation of renewable energy projects, including solar, biogas, wind, or other forms.
  • At least 7 years of professional experience in energy projects focused on renewable energy, electricity, combined heat and/or district heating.

Valued qualifications

  • Master’s degree in engineering, energy, or related field.
  • Experience in operation of cogeneration power plants.
  • Experience with technical assistance energy projects.

Physical demands & work environment

  • Possible occasional business travels.
