Senior Programme Manager (Public Financial Management)

We are offering a fantastic opportunity for a candidate with strong experience in international development project management and a demonstrated interest or background in Public Financial Management (PFM) and Economic Governance. The role will primarily involve delivering a large PFM reform programme in Palestine and supporting a growing portfolio of PFM and economic governance programmes in Palestine, Nigeria and Libya. This role would suit someone mid-career with project management and business development experience who has previously worked with FCDO or other major international donors.
This role is UK (London) based, so you must have the right to work in the UK. It requires frequent travel to Palestine (Ramallah and Jerusalem) for one week every 1-2 months.
You should be able to demonstrate experience in or an interest in Public Financial Management projects. A track record of business development is also desirable.
Main Duties:
- Manage and deliver a large FCDO programme in Palestine, with responsibility for supporting the Programme Director to meet strategic objectives.
- Oversee programme financial management, operations and HR, programme monitoring and reporting, quality and risk management.
- Build and maintain strong client/ team/ partner relationships to ensure successful programme delivery.
- Lead business development in economic governance / PFM, including the successful development of pipelines, pursuits and responding to full tenders in collaboration with pursuit/ bid teams.
- Provide technical advisory work on a short-term basis to support project implementation as needed. This requires a basic understanding of PFM and economic governance.
- Develop and maintain strong networks and relationships with clients, partners and consultants.
- Line management of individuals and teams, and supporting the professional development of other team members.
Aptitude and skills:
- You must have significant experience managing international development projects in technical areas such as public financial management, economic reform, or economic governance.
- Experience with international development consultancies, government agencies, or international NGOs is desirable; an equivalent combination of relevant experience and education will also be considered.
- Good understanding of key concepts such as political economy analysis, adaptive management, institutional reform and organisational development.
- Excellent written and fluent spoken English. Other languages, including French or Arabic, would be an asset.
- Comfortable working in a multinational, multicultural environment.
- Highly numerate with experience of project focused budgeting and financial management, and proficient in Excel.
- Analytical and have an ability to think strategically, logically and problem solve.
- A ‘team-player’ with strong soft skills able to build strong relationships with team, clients and partners at all levels.
- Pro-active, self-motivated, and able to thrive in a fast-paced programme and team environment.
- Tenacious and resilient, and able to cope well with change and uncertainty.
- Entrepreneurial and motivated to identify and pursue new opportunities for Governance, Security and Justice.
- A willingness to travel to other permanent offices of the business and project locations, including fragile and conflict-affected states, as required.
Qualifications:
Degree level educated, preferably with a Master's in a relevant subject (e.g. economics, international development, public finance or related field).
