The Opportunity
We are seeking an experienced Senior Program Manager to provide strategic leadership across a diverse portfolio of complex, donor funded international development programs in the Asia Pacific region.
This is a pivotal senior role responsible for end to end program delivery, strengthening commercial and operational performance, and building trusted relationships with clients and partners. Operating at the intersection of program delivery, contract management and stakeholder engagement, the Senior Program Manager ensures programs are well governed, financially sound, compliant, and delivering measurable results in dynamic and often challenging contexts.
This role offers a unique opportunity to lead at scale, influence systems and ways of working, and mentor high‑performing teams across multiple countries and sectors.
The Role
The Senior Program Manager provides strategic and hands on leadership from mobilisation through to close‑out, ensuring programs meet contractual, financial and quality requirements while remaining adaptive and responsive to client needs.
You will oversee program governance, lead commercial and financial management, manage risk and compliance, and support teams to deliver consistently high‑quality outcomes. You will also play a key role in strengthening delivery systems, capturing lessons learned, and positioning Tetra Tech for future growth across the region.
Key Responsibilities
Program and Contract Management
- Lead the full program lifecycle across complex, multi‑country portfolios
- Manage contract performance, compliance, governance and risk
- Oversee program budgets, forecasting, financial reporting and cost control
- Ensure compliance with donor and organisational requirements, including Gender Equality Disability and Social Inclusion, child protection, safeguarding and anti‑fraud frameworks
- Drive continuous improvement through lessons learned and contribution to proposal development.
Operations and Systems
- Strengthen operational systems, policies and delivery frameworks
- Oversee procurement, reporting and compliance systems supporting program implementation
- Support recruitment, onboarding and development of high‑performing program teams
- Foster a collaborative, accountable and high‑performance culture across programs
Stakeholder Engagement and Leadership
- Act as a trusted partner to clients, donors and key stakeholders
- Build strong relationships across internal teams and delivery partners
- Provide clear leadership in resolving complex program and stakeholder challenges
- Represent Tetra Tech with professionalism, credibility and cultural sensitivity
Reporting, Risk and Performance
- Lead risk management and escalation processes
- Ensure timely, high‑quality reporting to clients and internal stakeholders
- Support evidence‑based decision‑making and performance improvement
About You
You are a senior program leader with strong commercial acumen and extensive experience managing donor‑funded programs in international development settings. You thrive in complexity, bring structure to ambiguity, and are confident leading teams and partnerships across multiple geographies.
You combine strategic thinking with practical delivery skills and are motivated by achieving impact while maintaining rigorous standards of compliance, accountability and quality.
You Will Bring
- Demonstrated experience leading large‑scale, donor‑funded programs in international development
- Strong commercial and financial management expertise, including budgeting and forecasting
- Proven ability to manage complex contracts and compliance frameworks
- Experience leading multi‑disciplinary teams across multi‑country contexts
- Excellent stakeholder engagement, communication and negotiation skills
- High levels of initiative, resilience and problem‑solving capability
- Cultural and political sensitivity and the ability to operate effectively across diverse environments
Qualifications
- Tertiary qualification in a relevant discipline (e.g. business, finance, program/project management)
- Project management qualification (PMP, PRINCE2) and/or finance/accounting qualifications are desirable
