Proposal Summary:
MSI is recruiting for an upcoming third-party monitoring opportunity that will provide critical data from the field as inputs to the monitoring systems of Ukraine’s donor community. The TPM activity will provide data on a nationwide basis through site visits to donor project sites. These site visits will cover multiple purposes, including monitoring project implementation and progress, context monitoring and asset verification and quality assurance. The TPM activity will provide evidence that infrastructure, development and humanitarian activities are relevant, effective, impactful and achieving value for money. TPM will also provide assurance to donors on appropriate adherence to social and environmental safeguards, gender issues, and financial/fiduciary diligence.
Position Summary:
The Senior Monitoring Specialist will play a significant role in designing the third-party monitoring system established through the project. They will be responsible for developing the research/monitoring protocols and will supervise the team to develop monitoring instruments and frameworks for subsequent analysis. The Senior Monitoring Specialist will also be responsible for training data collection teams, overseeing the analysis of data and supervising the preparation of reports to the client. This will be a full-time position based in Kyiv, Ukraine. This position is contingent upon award.

Responsibilities:
- Oversee the design, quality, development and completion of all project monitoring activities.
- Work closely with the project lead to provide advice and guidance on all policy-related elements of project, including providing input on the annual work plan, monitoring plan and research protocols.
- Design data collection instruments.
- Train data collection staff.
- Oversee analysis of data and preparation of reports to the client. Work with client to develop standard report templates that meet client needs.
- Review the strength of data collection and tracking systems by project and make recommendations for improved data security and validity.
Qualifications:
- Bachelor’s degree in a field related to social science research or international development or other relevant field. Master’s degree preferred.
- Eight (8) years of increasingly responsible experience leading research or monitoring programs, with at least three (3) years in a fragile state, preferably working in Ukraine.
- Previous experience conducting qualitative and quantitative data collection and analysis as well as preparing reports based on that data collection, required.
- Excellent oral and written communication, analytic, interpersonal and management skills.
- Understanding of the monitoring and verification methods employed by the donor community in challenging and conflict-affected environments, such as Ukraine.
- Fluency in written and spoken English required; proficiency in Ukrainian is highly preferred.
