Proposal Summary:
This upcoming project will strengthen oversight and enable evidence-based decision making for foreign assistance programs primarily by supporting project designs, developing and supporting outcome indicators, establishing performance monitoring systems, including robust Third-Party Monitoring (TPM) for assistance projects, planning and implementing independent external evaluations, and reporting on the use of evaluation findings, conclusions, and recommendations.
EUR/ACE, housed within the Bureau of European and Eurasian Affairs (EUR), oversees foreign assistance across Europe, Eurasia, and Central Asia. EUR/ACE works closely with the Bureau of South and Central Asian Affairs (SCA) and other bureaus and agencies to coordinate assistance, ensuring that programming is cohesive, strategically aligned, and responsive to regional needs. Assistance is implemented through projects managed by the Department of State (DoS) and other U.S. Government agencies, international organizations, and non‑governmental organizations, enabling a whole‑of‑government approach to delivery and oversight.

Position Summary:
Tetra Tech seeks a Senior MEL Specialist to support an upcoming program with the Department of State in the Bureau of European, Eurasia and Central Asia. The Senior MEL Specialist will lead monitoring, evaluation, and learning efforts to strengthen evidence-based decision‑making for Department of State foreign assistance programs across Europe, Eurasia, and Central Asia. This role oversees MEL systems, builds partner capacity, and ensures high‑quality data collection, analysis, and reporting. The position can be based in Kyiv, Ukraine or in Albania, Bosnia and Herzegovina, Kosovo, North Macedonia, Montenegro, Serbia, Moldova, Georgia, Azerbaijan, Armenia, Kyrgyzstan, Kazakhstan, Uzbekistan, Tajikistan, Turkmenistan, or Greenland, and is contingent upon award.
Responsibilities:
- Provide oversight of MEL activities to ensure alignment with task order objectives and standards.
- Deliver training to partners and staff on MEL approaches, tools, and best practices.
- Lead capacity building efforts to strengthen partner MEL systems and capabilities.
- Support implementation of MEL processes, including data collection, analysis, and reporting.
- Ensure quality and consistency of MEL outputs across activities.
Qualifications:
- Minimum 7 years of experience in monitoring & evaluation.
- Must be eligible for a Secret clearance.
- Prior regional experience is preferred.
- Prior USG experience is preferred.
