The Energy Security Project (ESP) is a seven-year project funded by the United States Agency for International Development (USAID) and the largest USAID project in Ukraine so far. The USAID ESP is implemented by a USAID Contractor, Tetra Tech ES, Inc., a California-based leading provider of services in the areas of water, environment, infrastructure, resource management, energy, and international development.
The USAID ESP mission is to enhance Ukraine’s energy security, improve the energy legal and regulatory environment in the country, and increase the resilience of Ukraine’s energy supply. This will help to support the country’s economic development and sustain its democracy. USAID ESP is working closely with the Government of Ukraine (GOU) to develop competitive energy markets. By doing so, USAID ESP will facilitate private sector-led energy investments to provide affordable, reliable, resilient, and secure energy for all Ukrainians. USAID ESP is currently in the fifth year of implementation and will run through June 2025.
Position summary & job purpose:
Tetra Tech has an opportunity for a Senior Gas Market Commercial Expert to provide specialized expertise in gas markets and trading within the Ukrainian energy sector. The Senior Gas Market Commercial Expert will play a crucial role in advancing the goals of the Ukraine Energy Security Project by offering strategic insights, facilitating market-oriented reforms, and promoting the development of a transparent and efficient gas market, especially in the area of developing well-functioning, liquid, and transparent markets. This includes conducting studies, preparing reports, leading projects, and developing Ukrainian capacities related to this. This is a full-time position for a period of one year, with the possibility of an extension here.

Position responsibilities:
- Market Analysis and Studies: Conduct thorough assessments of the Ukrainian gas market, covering aspects such as supply and demand dynamics, regulatory frameworks, pricing mechanisms, market participants, and liquidity. Utilize data-driven techniques, facilitating informed decision-making and the discovery of improvement opportunities, presenting findings and recommendations to project management and stakeholders.
- Trading Development: Scope, develop and implement initiatives to enhance gas trading in Ukraine in collaboration with traders, platform operators, network operators and regulators. Actively advocating for the adoption of ESP's proposals. Contribute to the development of unified trading rules, clearing approach, standardized gas market products (e.g., WD and DA short-term products).
- Regulatory Compliance: Stay up to date with Ukrainian gas market regulations and develop ESP’s position in legal and regulatory proposals and amendments relevant to gas market & trading, including support for full and effective implementation of gas REMIT in Ukraine.
- Stakeholder Engagement and Empowerment: Facilitate cooperation and promote market reforms by actively engaging with government agencies, industry stakeholders, and market participants. Build their capabilities with training and knowledge transfer on gas market dynamics and trading practices, thereby, in particular, strengthening the capacity of regulators to effectively oversee organized trading rules.
- Project Leadership: Lead and contribute to projects aimed at promoting a well-functioning gas market in Ukraine, coordinating project teams, timelines, and deliverables.
- Other duties as assigned by ESP’s Gas Sector Lead.
Minimum Qualifications:
- 5 years of proven experience in gas markets and trading within the Ukrainian or international energy sector.
- Must speak, read, and write to a high level in English and Ukrainian.
- Proven ability to communicate complex information and deliver verbal and written messages effectively.
- Proven ability to manage several tasks simultaneously and re-prioritize as necessary.
- Proven ability to work effectively under deadlines, both independently and as a team member.
- Proven ability to use discretion with confidential business matters.
- Proven ability to produce accurate and complete documents in a timely manner.
Preferred Qualifications:
- Excellent writing and communication skills.
- High level of understanding of the gas market of Ukraine.
- Good analytical and problem-solving skills.
- Strong organizational, teamwork and technical skills.
- Excellent communication and interpersonal skills, with the ability to build relationships with diverse stakeholders.
- Excellent listening skills and highly developed sense of responsibility and commitment to customer service
- Positive attitude towards innovative solutions and reform in gas sector of Ukraine.
- Strong research capabilities, using a variety of primary and secondary sources.
