Tetra Tech, Inc., a nationally recognized engineering, and consulting firm, is seeking motivated, intelligent professionals interested in filling a Senior Master Planner/ Project Manager position on our Federal Planning Team. Functioning as a member of that team, the Senior Planner / Project Manager will provide vital leadership, mentor more junior members, and apply expertise in federal planning. The position will be responsible for planning, preparing, and developing deliverables in compliance with Department of Defense (DoD), federal, state, and local statutes, regulations, and policies. This position requires the candidate to be a U.S. Citizen due to the projects they will be working on.

Your Role:

 •    Creating proposals, associated scope, and work breakdown structures to include tasks, deliverables, resources, hours, and costs.
•    Bringing together client needs and requirements with Tetra Tech capabilities, looking beyond personal experience and matching untapped Tetra Tech potential with a wide range of client needs.  
•    Understanding government market conditions, trends, risks, and budget drivers and applying this knowledge to anticipating the scope and timing of major contracting opportunities. 
•    Developing and implementing growth strategies to increase client base for a broad range of integrated asset management and engineering services.  
•    Providing Earned Value Management (EVM) calculations to ensure projects are within scope and budget. 
•    Performing agency coordination while leading specialized teams and contractors in the production of technical deliverables.
•    Managing multiple complex projects and issues simultaneously while meeting firm deadlines.
•    Developing and maintaining strong relationships with DoD clients to maximize contract and project opportunities.
•    Staying well informed of military, asset management, and resiliency programs and opportunities through existing relationships, developing new relationships, and participating in professional organizations.
•    Meeting with key clients and potential clients to share Tetra Tech’s capabilities and foster stronger client relationships and identifying mutually beneficial contracting opportunities.
•    Collaborating with other experts in numerous locations across Tetra Tech's broad U.S. geography.
•    Supporting preparation of proposals, cost estimates, and business development materials.

Qualifications:

•    Bachelor’s degree or higher and a minimum of 15 years of applicable experience. Active DoD security clearance of “Secret” or ability to obtain a security clearance if required.
•    At least 15 years of experience in land use environmental planning and project management, including military planning and federal land management. 
•    More than 8 years of project management experience (e.g., budgeting, scheduling, developing scope, and quality assurance/control).

•    Experience in client management, team leadership, and charrette facilitation. 
•    Well-developed knowledge of federal contracting, procurement processes, proposal development, and price negotiations.
•    Ability to read, analyze, and interpret technical asset attribute data, geographic information system (GIS) data, land use planning, energy materials, financial reports, and legal documents.
•    Knowledge of principles, methodology, and practices of project management, research, policy analysis, quantitative data-driven analysis, and qualitative analysis.
•    Excellent interpersonal skills in facilitating relationships with executives, elected/appointed officials, and other decision-makers.
•    Creative problem-solving skills to gather relevant information and identify opportunities to solve less well-defined planning problems, including identification of cost-saving partnerships and efficiencies.  
•    Familiarity with natural and cultural resources, federal land use, and property and facility management. 
•    Experience with encroachment management, airspace and land restrictions and including air, water, and cultural resources.
•    Direct experience with DoD and surrounding municipalities, partnerships, regulations, and projects. Knowledge of relevant federal, state, and/or local regulations and statutes related to DoD land use. Ability to write proposals in response to DoD requests for proposals. Relationships with DoD customers, including USACE Districts, AFCEC, and NAVFAC as well as Army, Air Force, and Marine Corps installations.

Salary Range potential $75-$90/hr but will be based on a combination of factors including prior experience and qualifications.
