Senior Counternarcotics Advisor - Liberia
- U.S. Citizen or Third Country National;
- Ability to possess/maintain MRPT certification;
- Graduate of any U.S. local, state, or Federal law enforcement academy, or the equivalent;
- At least 10 years of experience as a full-time, law enforcement officer or relevant experience in a full-service U.S. local, state, or federal law enforcement agency;
- Mastery of law enforcement principles, methods, and practices to provide subject matter expertise in advising, mentoring, planning, development, and oversight in law enforcement programs;
- Knowledge of police development in an international environment as demonstrated by at least three years of successful service in overseas law enforcement missions (NOT PSD etc.);
- Superior negotiation and interpersonal skills;
- Ability to build and maintain key relationships in a culturally diverse environment and negotiate the resolution of conflicting views to enable the implementation of policies and programs;
- A working knowledge and demonstrated proficiency in Microsoft Office products, including Word, Excel, and Power-Point;
- Must be able to communicate in English with accuracy and fluency in order to participate fully and effectively in conversations on a variety of topics in formal and informal settings from both concrete and abstract perspectives;
- Excellent communication skills (reading, listening, report writing, and oral presentation);
- In possession of a current and valid driving license for at least one year;
- Experience in post-conflict nations;
- Three years overseas experience working on counternarcotics program development;
- A bachelor’s degree in public administration, police administration, police science, criminal justice, business administration, or equivalent field from a U.S. accredited or recognized academic institution;
- Five years professional work experience directly related to one or more of the fields related to the primary duties of this position including Program/Policy development, Administration, Management Consulting and mentoring, and/or law enforcement management; and
- Possess, at the time of assignment, detailed knowledge of at least two of the following fields:
- Counternarcotics Policy
- Counternarcotics-related law enforcement
- Justice sector development
- Public information/Public diplomacy
- Counternarcotics alternative livelihood development
- Drug demand reduction
- A master’s degree in public administration, police administration, police science, criminal justice, business administration, or equivalent field from a U.S. accredited or recognized academic institution;
- Experience in strategic planning, policy development, and implementation of major law enforcement programs;
- Experience working or coordinating with U.S. government agencies such as the U.S. Department of State
