Senior Communications and Outreach Specialist for Timor-Leste HOPE Activity
Tetra Tech International Development is currently accepting expressions of interest from qualified candidates for a Senior Communications and Outreach Specialist position on the anticipated USAID-funded Healthy Ocean, Protected Environment (HOPE) for a Resilient Community Activity in Timor- Leste. The position will be based in Dili, Timor-Leste. The position is contingent upon the activity’s award and USAID approval.
Position Description: The Activity seeks to strengthen biodiversity conservation efforts in Timor-Leste in the coastal and marine environment, support local communities to be more resilient to climate impacts, and inclusively and sustainably ensure the sustainable use of coastal and marine resources in economic development. The Sr. C&O Specialist will coordinate the project’s strategic communications efforts and lead on the development of communications products including briefs, guides, events, reports, and other publications in coordination and collaboration with the project team. This is anticipated to be a full-time position based in Dili, Timor-Leste.
Responsibilities:
* Coordinates and supports the development, design, branding, and execution of internal and external communications initiatives to ensure effective communication of program progress, successes, and learning to USAID stakeholders and target audiences.
* Manages and develops program communications materials and products as needed (written, audio, and video), assuring compliance with USAID and Tetra Tech guidelines.
* With project team, develops regular reports (weekly, monthly, quarterly and annual) to keep USAID and partners apprised of program activities.
* Supports development of project communications strategy and implements approved strategy.
* Monitors press for relevant stories about the project as well as news relevant to project implementation.
* Supports technical team with organization of meetings, workshops and conferences, including banners, presentations, agendas, press, invitations, pictures, etc.
* Supports program management in coordination and reporting to USAID and regional program partners.
* Supports social and mass media outreach.
* Develops communications strategies, products, and tools to disseminate project innovation and information/analysis.
Minimum Qualification Requirements:
* Minimum bachelor’s degree in communications, journalism, marketing, or related field.
* Minimum ten (10) years’ experience, or seven (7) years’ experience with a relevant master’s degree.
* Extensive knowledge of wide-ranging communication platforms and digital media applications in the region.
* Experience working with international and/or technical staff and stakeholders to develop communications products.
* Experience designing and facilitating communications training activities and workshops for regional partners, stakeholders, and country representatives.
* Professional written and spoken English language proficiency as well as proficiency in Tetum, Bahasa and/or Portuguese.
* Prior experience working on USAID or other international donor programs preferred but not required.
* Timor-Leste nationals are strongly encouraged to apply.
