Security Specialist - Ukraine

Project Summary
Tetra Tech is providing energy expertise and related technical and material assistance to the Government of Ukraine. This project focuses on enhancing the resilience, reliability, affordability, and security of the electricity, natural gas, and district heating sectors. The scope of work includes addressing immediate challenges and physical damage to energy infrastructure, as well as preparing for Ukraine’s post-war reconstruction and long-term energy security.
Position Summary
Tetra Tech seeks a Security Specialist to support the implementation and day-to-day administration of the program’s safety, security, and health activities, supporting program staff while ensuring compliance with local laws and regulations as well as Tetra Tech policies, directives, and procedures. This position will report to the Deputy Chief of Party - Operations. Interested candidates must be based in and eligible to work in Ukraine. This is a full-time position for the duration of the program (until April 2029), and hiring is contingent upon client approval.
Essential Job Functions
- Coordinate and monitor security activities to ensure that Tetra Tech’s safety and security policies and procedures are implemented
- Ensure that all country staff are aware of prevailing security threats and are regularly informed of measures to reduce their exposure
- Maintain a live tracker for all local and international program travelers within Ukraine and conduct regular security and safety check-ins to verify their locations and status
- Monitor security-related information from local and regional resources; disseminate security information and advisories to program staff
- Ensure that all staff complete mandatory safety and security trainings and emergency drills
- Conduct security induction briefings for all newly arrived staff and visitors, including on fire safety and emergency procedure
- Help to implement a risk assessment in Ukraine and to develop standard operating procedures to mitigate risk
- Ensure that all security incidents are reported, documented, and maintained in accordance with Tetra Tech policies and procedures
- Ensure that all required documentation for official travel using personal or program vehicles is completed and complies with Tetra Tech policies prior to travel
- Support emergency check-in processes with staff on an as needed basis

Required Qualifications
- Bachelor’s degree in law, human resources, security management, public administration, business administration, risk management, or other relevant field
- Minimum of three years of relevant experience in safety and security management
- Demonstrated experience supporting safety and security operations, preferably on internationally funded projects and/or in conflict-affected environments
- Demonstrated knowledge of security risk assessment, security procedures, and risk mitigation measures
- Strong organizational skills with keen attention to detail and the ability to manage multiple priorities simultaneously
- Strong analytical, problem-solving, and critical thinking skills
- Excellent interpersonal, communication, and coordination skills, with the ability to work effectively in a multicultural team environment
- High level of integrity, professionalism, and discretion in handling sensitive and confidential information
- Strong proficiency in Microsoft Office programs (Word, Outlook, Excel, PowerPoint, etc.)
- Fluency in Ukrainian and full proficiency in English
Preferred Qualifications
- Master’s degree in law, human resources, security management, public administration, business administration, risk management, or other relevant field
- Experience monitoring security situations, preparing security reports, and maintaining security documentation
- Experience on projects funded by the U.S. Government or other donors
- Military service in Armed Forces of Ukraine
- Certification in safety and security
Physical Requirements
- Frequently remain in a stationary position sitting or standing at a desk
- Occasionally move inside the office to access file cabinets, office machinery, etc.
- Constantly operate office equipment, such as computer, copy machine, scanner, or printer
- Constantly communicate information and ideas so others will understand
- Constantly observe details at close range
Additional Information
- Employment type: This is a full-time, fixed-term position
- Work schedule: Monday – Friday, standard core business hours (9:00 AM – 6:00 PM local time); some flexibility required but must occasionally overlap with United States Eastern Time business hours
- Work location: This position is required to be in the office for at least 60% of the weekly working time (all arrangements subject to review and may change at the company’s discretion)
