Project Summary:
The purpose of the Nigeria Third Party Monitoring Project (NTPMP) contract is to provide independent, verifiable, primary data regarding the outputs and quality of humanitarian assistance activities funded by the United States Agency for International Development’s Bureau for Humanitarian Assistance (USAID/BHA) in Nigeria through comprehensive third-party monitoring (TPM). TPM is necessary to ensure USAID/BHA has sufficient information to perform oversight and accountability of implementing partner (IP) activities. Due to the non-permissive environment in Nigeria and the inability of USAID/BHA staff to travel to activity implementation sites, TPM is essential to fulfill this purpose. USAID/BHA will use TPM information provided by the NTPMP to identify issues and challenges related to the delivery of goods and services, potential large-scale aid diversion, accountability to affected populations, and make real-time programmatic adjustments and inform future programmatic decisions and designs project has a website or a page on the MSI website, you should also provide a link where applicants can find more information about the project. Position Summary:
The Security and Logistics Officer will support all facility, vehicle, and personnel security and safety functions in support of the NTPMP Maiduguri regional office and all associated field monitoring and verification activities. This position will be based full-time in the NTPMP Regional Office in Maiduguri and may require regular travel throughout the Northeast (NE) Nigerian states. The Officer will report to the Security Manager with Navanti and handle logistics-related tasks.
Responsibilities:
- Provide support to ensure compliance with MSI and Tetra Tech Duty of Care Standards, Security Policies, and project-specific security guidance.
- Assess regional communications requirements and needs regularly, ensuring the availability of appropriate communications technology.
- Orient all staff to emergency communication procedures and technology and test the emergency communication system regularly, analyze results, and make appropriate revisions as well as maintain an updated emergency communication contact list.
- Develop and maintain liaison with police, government agencies, local authorities, local leadership, and other stakeholders within NE regional municipalities.
- Establish a methodology for monitoring, assessing, and reporting security/safety-related information that impacts NMP project staff, operations, information, and plans in collaboration with the Security Manager.
- Process any and all required security clearances for regional/area travel and accommodation.
- Harmonize plans with the NTPMP Field Coordinator to track NTPMP staff movements.
- Develop and disseminate regular, up-to-date Security Situation briefs to all NTPMP staff, in coordination with the Security Manager.
- Conduct regular checklist-centered security surveys of project offices and project lodging facilities.
- Prepare and maintain updated security training materials and ensure that all regional staff receive appropriate security orientations within the first days of employment/arrival.
- Collaborate with the Field Coordinator and other project staff as necessary to identify and assess assigned activity locations.
- Conduct remote reconnaissance, route analysis, and threat assessments for all travel to planned M&V activity sites to identify primary and alternate travel routes and “safe harbor” location options.
- Collaborate with the Deputy Chief of Party to maintain the NMP “Safety Decision Support Matrix” to formalize a process by which field team leaders can make “go/no-go decisions” when confronting safety and security challenges.
- Collaborate with NMP leadership to develop, test, train, and promulgate the Facility Intrusion Response Plan, Infectious Disease Response Plan, Kidnap Response Plan, Personal Security Plan, Medical Evacuation Plan, Basic Life Saving Skills Plan, and other plans as directed.
- Supervise the regular tasks and schedules for security guards and drivers as required.
- Conduct regular safety and security training with project staff and consultants.
- Work closely with the project’s selected security provider to ensure the satisfactory delivery of services.
- Maintain a working relationship with the USAID Partner Liaison Security Office (PLSO) office.
- Develop new safety and security standard operating procedures as needed.
- Complete Field Deployment checks, using the NMP Checklist, to prepare, coordinate, and debrief all NMP staff field movements.
- Oversee logistics and security arrangements for field teams, including coordination of transportation, procurement, and accommodation needs.
- Day-to-day tracking of security conditions in the NE, coordination, and communication with data collection teams in the field.
Qualifications:
- Bachelor’s degree in security management, or a similar field is required.
- Minimum five years of relevant experience working in a related role for other international projects in Nigeria is required.
- Experience in assessing risk, crisis management, information gathering, and analysis, and training large groups of staff on safety/security in the field required.
- Experience working with an International NGO and/or USAID implementing partner in NE Nigeria is required.
- Strong understanding of security issues in NE Nigeria, including local conflict dynamics, physical security, the role of local security forces, and safety and security best practices.
- Familiarity with United Nations Humanitarian Air Service (UNHAS) air movement requirements and protocols.
- Ability to collaborate with supported subcontractors and staff to inform, advise, make collaborative plans with, communicate with, and provide security-related services.
- Ability to travel to local and remote sites in NE Nigeria as required.
- Fluency in English required.
