Sampling Expert, Ethiopia Nutrition and Mortality Study

Project Summary:
Through the USAID/Ethiopia and Djibouti Learning Analytics Activity (LAA), MSI is tasked with conducting a Nutrition and Mortality Survey in Ethiopia. The Nutrition and Mortality Survey is to understand the health and nutritional status of populations in humanitarian settings and inform interventions and resource allocations. The conclusions and recommendations of the survey will inform USAID Ethiopia/Office of Humanitarian Assistance (OHA) resource allocation decisions and modifications to humanitarian programming in 2024-2025. It will also allow OHA to prioritize its health, nutrition, WASH, protection, and food security activities according to the most prominent causes of death and degree to which they can be prevented (e.g. acute malnutrition, neonatal, maternal, violence, infectious disease, other) in the area.

Position Summary:
The Sampling Expert will be a core member of the study team and will provide subject matter and study expertise to the team. The Expert will lead sampling methodology including sampling techniques and supports for the effective design, collection, analysis of data, preparation, and submit high-quality deliverables. The estimated level of effort (LOE) is tentatively 20 days, and the expected performance period for this activity is late August 2024 through December 2024. The LOE will be finalized once the study design is complete.
Responsibilities:
- Contribute to the development of the survey methodology.
- Identify appropriate sampling strategy(ies) for the study/survey.
- Determine the appropriate/optimum sample size.
- Review sampling approaches for similar studies in the past that help to compare with the current study/survey.
- Guide the study team in identifying the method of data analysis, taking into account the initial sampling approach.
- Participate in the development of the survey work plan and design.
- Contribute to the development of instruments, respondent selection, and secondary data review process.
- Collaborate with the team members to analyze data.
- Participate in training of data collectors focusing on sampling of respondents.
Qualifications:
- Master’s degree in statistics, epidemiology, or similar discipline is required. PhD preferred.
- Minimum five years of work experience in nutrition and mortality surveys or similar surveys/studies is required.
- Experience in data collection, analysis, and interpretation using quantitative and qualitative methods required.
- Extensive training and experience in quantitative research and sampling approaches, ideally in humanitarian settings preferred.
- Advanced skills in designing survey methodology and the use of core statistical analysis software such as SPSS and/or Stata, especially as applied to survey data required.
- Proficiency in English, both written and verbal, is required. Skills in local languages is a benefit.
