Tetra Tech International Development Europe is Tetra Tech’s European business unit focused on International Development. Job Overview:

Background Information

The Strengthening Peace and Resilience in Nigeria (SPRiNG) Programme will support a more stable and peaceful Nigeria, the impact of which will be that citizens will benefit from reduced violence and increased resilience to climate change. It will achieve this by supporting Nigerian stakeholders in resolving conflict and improving security, justice, and natural resource management in target areas.

SPRiNG will support locally led enhancements to conflict prevention, violence reduction, security and justice and natural resource management; work to remove or lessen the impact of critical barriers to peace; and support partnerships for peace with like-minded international partners to multiply funding spent by the FCDO.

SPRiNG is a politically led programme and is grounded in research, evidence, and science, including political economy, conflict analysis, and environmental science to ensure that the Programme is addressing the root causes of violence. SPRiNG is problem driven, evidence based, iterative, adaptive in approach, reflective, responsive, and scalable.

SPRiNG will seek to address a complex set of interwoven political, conflict, and ecological conflict drivers impacting security across North-West and North-Central Nigeria.

About the Position

The SPRiNG programme is seeking two skilled and experienced Grants Officers to be based in its regional hubs in Jos and Katsina (one in each). The Regional Grants Officer will be responsible for supporting the implementation of the SPRiNG programme by supporting downstream partner relationship management and fund disbursement at the regional, state, and local levels.

The Grants Officer will monitor and verify project financial reporting, ensure accurate financial reconciliations, and provide capacity-building support as identified with the Regional Manager and required by projects.

Main Duties:

Partner Engagement and Relationship Management

  • Act as a regional project financial monitor for the Nigeria SPRiNG Programme. The officer will be a project monitor who visits projects to assess the completion of work.
  • The officer will monitor and verify project spend and technical progress, ensuring accurate, timely, and quality reporting.
  • Support capacity-building processes for SPRiNG programme partners, including coordinating regular assessments and ensuring engagement in training and assessment as required. This will include delivering or supporting training on financial reporting.
  • Support with project budget accounting and reconciliations.
  • In collaboration with the Safeguarding Focal Points, ensure partners comply with safeguarding standards
  • In liaison with the Programme Management Unit, play a leading role in partner contract development and follow-on processes
  • Support the Finance & Grants Manager in conducting Partner Internal Audits & spot checks.
  • Assist in tracking risks associated with individual partners.
  • Support the Finance & Grants Manager, Finance & Grants Officer and PMU in conducting Partner Due Diligence and Onboarding
  • Any other finance-related duties delegated by the Finance and Grants Manager, including supporting with assigned finance-related tasks.

Grants and Financial Management

  • Support the Finance & Grants Manager in approving and following partner financial and technical reports, partner acquittals, and partner payments.
  • Support reviewing, updating, and re-aligning partners’ budgets in line with any requests for amendment made by partners and ensuring they correspond with milestone payment schedules and agreed-upon work plans.
  • In collaboration with the technical team, ensure that financial reports reconcile with the delivery narrative, work delivered and activity reports.

Aptitude and skills:

  • Any other professional course in finance, grants or programs will be an added advantage.
  • A re-occurring proven track record demonstrated in the grantee and relationship management experience.
  • Excellent understanding of programme cycle management.
  • A strong background in financial management systems and an understanding of accounting software, including QuickBooks and Excel, would be an advantage.
  • A demonstrated interest in the work covered on the SPRiNG Programme.
  • Experience in building the capacity of local organisations and sub-grantees in grant compliance, financial reporting, and accountability.
  • Availability to live and work in Jos/Katsina and to periodically travel to project locations and Abuja as required.

Qualifications:

Relevant degree, preferably in a finance-related field.
