SURE partners with governments, power utilities, financial services institutions, and others to provide access to leadership opportunities, quality forms of employment, finance, and enterprise support, as well as products and services that enhance the inclusion or economic participation of women and girls in the energy sector. As more countries aim to achieve net-zero emissions by 2050 and reduce hazardous waste, SUREs Innovation Fund supports clean energy technology, energy efficiency innovation, and a circular economy for renewable energy equipment.

In Jamaica, SURE is supporting the Generation Procurement Entity (GPE), which was established through the Electricity Act of 2015 and mandated to develop and implement the process of competitive procurement for new generation capacity in the country. The GPE published a Request for Proposals (RFP) in October 2023 for the procurement of 100 megawatts (MW) of energy from renewable resources. The tender will award 20-year power purchase agreements with Jamaica’s sole off-taker and vertically integrated utility, Jamaica Public Service Company (JPS).   

Tetra Tech is seeking a Public-Private Partnership (PPP) Specialist to assist with the evaluation of proposals received in response to the RFP. Please note, this opportunity is contingent upon funding. The PPP Specialist will assist the GPE during the phase of bid evaluation, including procurement due diligence checks and final review of the evaluation report and assumptions.

More specifically, the tasks for this assignment will include but not be limited to the following: 

 

Responsibilities:

  • Contribute to the review of the technical and financial proposals received from the bidders and evaluate the validity of data as well as the quality of the proposals based on the RFP requirements.
  • Contribute to the assessment of whether the information and data provided by the bidders are sufficient to conduct the evaluation and recommend requests for information and clarifications from bidders as necessary.
  • Contribute to the final process of bid award to select the proposed plants that will be accommodated in the system with the lowest generation and transmission costs.
  • Conduct a procurement final review of the evaluation report to ensure all aspects of the procurement process, including due diligence, compliance, and evaluation criteria, have been properly addressed.
  • Review and validate assumptions made during the procurement process, ensuring they are reasonable and aligned with industry standards and best practices. 

 

Deliverables:

The PPP Specialist is expected to deliver the following: 

  • Assessment of the financial and technical proposal submitted by the bidders to confirm the validity of the proposals and the need for clarification.
  • Contribution to the drafting of the final evaluation report.
  • Procurement report ensuring compliance with due diligence, compliance, and evaluation criteria, along with validated assumptions used during the procurement process.

Minimum qualifications

  • Professional experience and track record of working with development banks or consulting companies on infrastructure procurement and public-private partnerships.
  • Fluency in the English language with excellent verbal and written reporting and communication skills.
  • Availability for an initial period of 6 months anticipated to begin in June 2024. 

Preferred qualifications and Location

  • Experience with energy auctions will be considered an advantage.
  • Specialist should preferably be based in Jamaica for weekly in-person meetings.
