Tetra Tech Inc. Disaster Recovery (TDR) is currently seeking a Project Manager for a disaster recovery and mitigation program in Puerto Rico. The successful candidate will have experience Managing disaster management related programs, such as, but not limited to, PA, IA, CDBG-DR or CDBG-MIT. They will be responsible for functions assigned to them under the supervision of the Program Manager, Deputy Program Manager, and senior management team.

This is a Section 3 eligible job opportunity. We encourage applications from individuals who are low income and/or living in Public Housing. Individual - CDBG (pr.gov).

Location: Puerto Rico (Guaynabo Office)

 

Responsibilities:

  • Support the Deputy Program Manager in daily operation and identify responsibilities at the project level.
  • Act as main point of contact between program and subrecipient team members for day-to-day project development and implementation.
  • Coordinate all application submissions from subrecipients including the evaluation of the application until the selection of projects is fully developed.
  • Prepare recommendation notifications and reports to communicate which projects will be funded and those that are not eligible for funding.
  • Oversee and track executed subrecipients agreements with PRDOH to evaluate allocation of funds in coordination with PRDOH’s Finance division.
  • Coordinate all necessary reporting activities to communicate the status of all executed subrecipient agreements.
  • Track and report status and performance of each subrecipient project.
  • Provide and/or manage daily technical assistance to subrecipient team.
  • Monitor, Identify, report, and recommend solutions to resolve issues related to CDBG-DR and CDBG-MIT Infrastructure Programs compliance, schedule, scope, budget to Deputy Program Manager and subrecipient.
  • Coordinate and lead all subrecipient and potential subrecipient meetings.
  • Review, provide comments, and recommend approval of subrecipient Applications, Draw Requests, Change Orders, Subrecipient Agreement Amendments, Budget Revisions, and Closeout Documentation package.
  • Responsible for review and recommend certifications for payment and construction change orders.
  • Establish direct communications with subrecipient’s points of contact during the Application evaluation and implementation of projects under CDBG-DR and CDBG-MIT programs.
  • Perform any other duties and special projects as required.
  • May require travel around the island.

The candidate must have the following qualifications:

  • Must have a bachelor’s degree or higher education from an accredited institution.
  • Must have at least three (3) years of project management experience.
  • Experience in federally funded infrastructure projects.
  • Experience with FEMA PA Subrecipients.
  • Must have fluent verbal and written communication skills in English and Spanish.
  • Must be working locally from Puerto Rico.

The preferred candidate will also have:

  • Professional certification in project management, and/or building design (CCM, PMP, LEED, etc.) strongly preferred.
  • Experience in federally funded housing and infrastructure projects preferred.
  • Extraordinary attention to detail, strong organizational skills, and customer focus.
  • Ability to manage several tasks simultaneously; set priorities and plan work to meet deadlines.
  • Ability to identify problems and develop solutions, working well in a team environment.
  • Ability to work attentively with minimal supervision and set priorities.
  • Workdays in excess of 8 hours and/or weekend attendance may be required.
  • Intuition and forward-thinking is a plus while working to accomplish goals.
  • Must be motivated and results oriented.
  • Professional self-presentation and communication.
