The Opportunity:

Tetra Tech is adding an experienced Project Manager to support our growing environmental permitting and project development practice throughout Maine, New Hampshire, and the greater New England region.

 

The successful candidate will have experience managing environmental permitting efforts for utility, renewable energy, transmission, infrastructure, and other development projects, with a strong understanding of Maine and New Hampshire regulatory requirements and approval processes. Experience supporting utility companies and utility-related infrastructure projects within New England is highly desirable.

 

This position offers opportunities for project management, permitting strategy, agency coordination, business development, and client relationship management while supporting some of the region's most significant energy and infrastructure projects.

 

Location: Maine, New Hampshire, New England Region (Flexible/Hybrid/Remote)

Your Role:

Project Management & Permitting

  • Manage environmental permitting and regulatory compliance efforts for utility, renewable energy, transmission, and infrastructure projects.
  • Lead permitting efforts in Maine and New Hampshire, including coordination with state, federal, and local agencies.
  • Manage project scopes, schedules, budgets, and deliverables.
  • Support routing, siting, and environmental review activities for energy and infrastructure projects.
  • Conduct environmental due diligence and feasibility evaluations.

Agency Coordination & Regulatory Support

  • Coordinate with agencies including:
    • Maine Department of Environmental Protection (Maine DEP)
    • New Hampshire Site Evaluation Committee (NHSEC)
    • New Hampshire Department of Environmental Services (NHDES)
    • U.S. Army Corps of Engineers (USACE)
    • U.S. Fish and Wildlife Service (USFWS)
    • Municipal boards and local regulatory agencies
  • Support permitting through Maine and New Hampshire Public Utilities Commission Certificate of Public Convenience and Necessity (CPCN) processes.
  • Represent clients during agency meetings, stakeholder meetings, and regulatory negotiations.
  • Support federal, state, and local permitting strategies.

Environmental Review & Technical Support

  • Prepare and review permit applications, technical reports, and environmental documentation.
  • Support development of:
    • National Environmental Policy Act (NEPA) documentation
    • Habitat Conservation Plans (HCPs)
    • Mitigation plans
    • Environmental assessments and compliance documentation
  • Provide quality assurance and technical review of permitting deliverables.
  • Support environmental compliance activities associated with project development.

Business Development & Leadership

  • Support proposal preparation, work scopes, cost estimates, and project pursuits.
  • Develop and maintain strong client and agency relationships.
  • Attend conferences, industry events, and networking activities.
  • Mentor junior staff and support professional development.
  • Contribute to strategic growth initiatives within the New England region.
  • Demonstrate leadership in project execution, client service, and team development.
  • Conduct activities in accordance with internal procedures, legislation, and industry standards.
  • Maintain technical expertise through continuous professional development.
  • Promote and support a strong safety culture.
  • Report all health and safety concerns and incidents promptly.
  • Perform additional duties as required.

 

Required Qualifications:

  • Bachelor’s or Master’s degree in Environmental Science, Environmental Policy, Natural Resources, Biology, Ecology, Geography, Planning, or a related field.
  • Minimum of 8 years of relevant experience managing environmental permitting and project development efforts.
  • Experience supporting public, government, utility, and commercial projects.
  • Strong technical leadership and project management skills.
  • Excellent written and verbal communication skills.
  • Strong organizational, analytical, and problem-solving abilities.
  • Demonstrated ability to manage multiple projects and priorities simultaneously.
  • Must possess a valid driver’s license with a clean driving record without restrictions.

Maine Experience

  • Natural Resource Protection Act (NRPA)
  • Site Location of Development Act (SLODA)
  • Maine Construction General Permit
  • Maine Historic Preservation Commission
  • Maine Department of Inland Fisheries and Wildlife
  • Maine Natural Areas Program

New Hampshire Experience

  • New Hampshire Site Evaluation Committee (NHSEC)
  • New Hampshire Department of Environmental Services (NHDES)
  • New Hampshire Division of Historical Resources
  • New Hampshire Division of Forests and Lands / Natural Heritage Bureau
  • New Hampshire Fish & Game Department

 

Additional Preferred Experience:

  • Maine and New Hampshire CPCN approval processes.
  • Utility, transmission, renewable energy, natural gas, and infrastructure permitting.
  • USACE Section 404, 401, and Section 10 permitting.
  • ESA consultation and permitting.
  • USFWS coordination and consultation.
  • Clean Water Act permitting and compliance.
  • Wetland, wildlife, habitat, and natural resource assessments.
  • Technical report review and quality assurance.
  • Scope development, budgeting, pricing, and proposal preparation.

 

Work Environment & Travel:

  • Flexible location within New England or remote/hybrid arrangement.
  • Travel throughout Maine, New Hampshire, and New England for project meetings, client engagement, agency coordination, and business development activities.
  • Participation in conferences, industry events, and strategic growth initiatives.

Compensation:

Pay commensurate with experience.

Pay Range: $120,000-$150,000 yearly

 

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience and demonstrated work experience in the above role; skills, certifications, and competencies that align to the specified role; geographic location; and education, as well as contract provisions regarding labor categories that are specific to the position.
