Proposal Summary:

The Department of State (DOS) Bureau of International Narcotics and Law Enforcement Affairs (INL), along with the office of the United States Security Coordinator, develops and manages security and justice assistance programming for the Palestinian Authority (PA), which supports the establishment of transparent, accountable, and credible civilian justice and security institutions managed by the PA, as well as development and adherence to the rule-of-law within the West Bank and the creation of a Palestinian state, existing side-by-side with Israel in peace and security. The U.S. is now transitioning to a longer-term institutional development focus with an emphasis on maintaining and sustaining PA capabilities to provide security. The USSC is a U.S. Department of Defense (DOD) team, augmented by international military officers, and this team works in close partnership with INL Jerusalem (INL/J) for program management of U.S. funded assistance to the Palestinian Authority Security Forces (PASF), which may include the National Security Forces (NSF), Palestinian Civil Police (PCP), Presidential Guard (PG), Civil Defense (CD), as well as the Ministry of Interior (MOI).

 

Position Summary:

The Program Manager (PM) will lead technical implementation of the Palestinian Authority Security Forces (PSAF) project by providing strategic guidance and technical leadership and ensuring overall oversight and implementation of the anticipated program. The program manager will be responsible for the performance of the work and coordinate all project activities and will represent the program amongst MSI home office, INL, and counterparts. This position will be based in Jericho, Palestine. This position is contingent upon award.

Responsibilities:

  • Responsible for the overall technical, administration, and management of the activity, and for ensuring linkages and connectivity between all three components. Carry out the role of chief operating officer due to the nature of this activity and the needed INL-Contractor operational partnership.
  • Establish one or more in-country program management office(s) in the West Bank (in Jericho), including staff, office equipment and materials to manage this contract.
  • Oversee program implementation, and collaborate with INL, national and regional government actors, and stakeholders, including program partners, public and private sector organizations, service providers, and beneficiaries to address program objectives.
  • Support and supervise staff, consultants, and partners involved in the design, implementation, monitoring and evaluation of this program.
  • Develop and implement flexible, timely, and innovative approaches to support Palestinian civilian law enforcement efforts to improve the rule-of-law and security in the West Bank, in a manner which promotes accountability, transparency, human rights, and public respect.
  • Coordinate with MSI Home Office and INL counterparts to ensure program compliance with MSI and USAID regulations and requirements.
  • Foster and maintain excellent and effective relationships with INL and other donors and government officials.
  • Produce effective written reports and oral presentations on the program, including preparing periodic reports, updating on developmental challenges facing the program, and articulating the program's success in meeting deliverables.

 

Qualifications:

  • A bachelor’s Degree or higher from a U.S. accredited institution or equivalent in International Development, Training/Education, International Relations, Law, Public Administration, Sociology, or other field that enhances their ability to perform in this role (as approved by INL).
  • U.S. Citizen. 
  • At least 10 years international experience implementing projects in the following sectors: international rule-of-law, peace keeping, peace building, law enforcement management, conflict prevention and resolution, protection of human rights, and alternative dispute resolution.
  • Experience living/working in the Levant and/or Middle East.
  • At least 5 years’ experience supervising a staff of six or more outside of CONUS.
  • Effective communication skills and ability to explain project goals.
  • Experience in developing project budgets, resources and team schedules.
  • Experience in managing or teaching conflict resolution.
  • Must have a basic knowledge of Arabic to participate in working conversations on a variety of topics.
