Program Manager Maritime Industry
The Opportunity:
Tetra Tech is adding a (part time and remote) Program Manager – Maritime Industry (Ports Focus)
Your Role:
Tetra Tech is seeking a senior-level professional to lead business development efforts focused on the maritime industry, with a primary emphasis on U.S. port authorities and related stakeholders. This role will be responsible for driving growth by identifying, developing, and capturing opportunities across port infrastructure, coastal resilience, environmental services, maritime transportation sectors, and asset management programs for large-scale infrastructure systems.
The ideal candidate will bring deep industry relationships, a strong understanding of port operations and governance, as well as experience with infrastructure asset management strategies, and a proven track record of winning work with public agencies and maritime clients.
• Lead business development strategy and execution for maritime and port authority clients across the United States.
• Identify and track upcoming opportunities with port authorities, terminal operators, and related maritime stakeholders.
• Develop and maintain strong relationships with key decision-makers, including port executives, engineering departments, and procurement officials.
• Collaborate with technical teams to position Tetra Tech’s capabilities in areas such as port planning, infrastructure design, dredging, environmental compliance, climate resilience, and waterfront development.
• Lead capture planning efforts, including win strategies, teaming arrangements, and client engagement plans.
• Support proposal development, including strategy, messaging, and review of technical and commercial content.
• Represent Tetra Tech at industry events, conferences, and professional organizations.
• Monitor industry trends, funding programs, port infrastructure grants, and regulatory developments impacting the maritime sector.
• Coordinate internally across Tetra Tech to align resources and deliver integrated solutions to clients.
• Ensure all activities are conducted in accordance with company policies, safety standards, and ethical guidelines.
Qualifications:
• Demonstrated experience in business development within the maritime industry, with a focus on U.S. port authorities and infrastructure asset management services.
• Bachelor’s degree in engineering, science, finance, or government is required. Advanced degree in related a related field is preferred.
• Established network of relationships with port authorities, maritime agencies, and industry stakeholders.
• Strong understanding of port operations, infrastructure systems, and asset management principles (e.g., lifecycle planning, condition assessment, capital planning, and risk-based prioritization).
• Proven success in capturing and winning large, complex projects.
• Direct experience identifying, positioning, and supporting grant-funded opportunities relevant to port authorities (e.g., Port Infrastructure Development Program (PIDP), INFRA, RAISE, and other federal/state funding programs).
• Familiarity with grant application processes, including aligning technical solutions with funding criteria, supporting grant narratives, and partnering with clients to secure funding.
• Ability to track and interpret federal legislation and funding initiatives and translate them into actionable business development strategies.
• Excellent communication, negotiation, and interpersonal skills.
• Ability to work independently and collaboratively across multidisciplinary teams.
• Strategic thinker with the ability to translate market insights into actionable plans.
This position requires the candidate to be a U.S. Citizen due to the projects they will be working on.

Language & Communication Skills: Candidate must be fluent in the English language in order to speak, read, and understand and make themselves understandable to an audience. Accurate record keeping (inventories, maintenance records, purchases, etc.) is also required. Ability to document in writing sometimes complex environmental aspects into understandable language for public review
