Program Manager - CDBG-DR
The candidate must have the following qualifications:
The ideal candidate will have 10+ years of experience with federal disaster recovery grant programs including FEMA’s Public Assistance (FEMA PA), FEMA Hazard Mitigation Grant Program (FEMA HMGP), HUD’s Community Development Block Grant (CDBG-DR), U.S. Treasury, and other appropriate disaster recovery programs.
- Bachelor’s Degree required.
- Masters’ degree from an accredited institution preferred5-10 years of experience.
- Experience overseeing different licensed professionals such as lawyers, surveyors, and/or other professionals as deemed necessary by the proposer to reach the program’s expected goals.
- Professional registration as a Professional Engineer (PE), Project Management Professional (PMP) or similar registration is preferred, but not mandatory.
- Fully bilingual in Spanish and English.
- Knowledge and experience with federally funded programs.
- Knowledge of the legal and regulatory framework of Puerto Rico Government entities related to planning, permitting, and inspection processes.
- Knowledge and understanding of the GIS system and data collection.
- Proficiency in land use plans, zoning codes, building code best practices, and resilience standards in construction.
- Experience in work related to the fields of environmental sciences, environmental protection, or the application of environmental laws and regulations to complex projects.
- Knowledge of federal and local environmental laws, coastal laws, and regulations.
- Experience supporting similar programs’ daily operations and staff management.
- Experience in supporting public engagement activities such as, but not limited to governmental, non-governmental, and professional entities, municipalities, as well as citizens.
- You must be able to work both in a team environment and independently, have strong organization skills, be comfortable interacting with clients, be able to travel as needed to onsite locations, have a flexible style, and be able to adapt quickly to changing priorities.
