Tetra Tech is implementing the recently awarded five-year USAID Securing Power, Advancing Resilience & Connectivity Activity (SPARC), which will provide strategic technical and procurement assistance to the Government of Ukraine (GOU), focusing on enhancing the resilience, reliability, affordability, and security of the electricity, natural gas, and district heating sectors. This includes addressing the challenges posed by the current war, as well as preparing for future post-war reconstruction in Ukraine.

Position responsibilities
Tetra Tech is seeking a qualified candidate for the role of Procurement Manager to support the SPARC project. The successful candidate will lead procurement activities, including the acquisition of commodities and services, event organization, and other program-related procurement needs. This is a full-time, one-year position with the potential for extension. The role is based in Kyiv and may require occasional travel. The Procurement Manager will report directly to the Deputy Chief of Party (DCOP) of Procurement for SPARC. Learn more about the here.
Position responsibilities
- Manage the end-to-end procurement lifecycle for assigned projects
- Conduct or oversee programmatic and operations procurements including large-scale commodities and services, events, office needs, etc.
- Coordinate, train, and as needed manage procurement staff.
- Gather and develop pre-award documentation (price justification, soul source, negotiation memo etc.)
- For large commodity or service procurements:

- Lead identification of procurements in consultation with project subject matter experts.

- Conduct market research to include assessment of available stock for frequently purchased items.

- Draft solicitation documents.

- Manage procurement/ tenders for all procurements.

- Lead evaluation committees.

- Negotiate with vendors prices and other contracts terms and conditions

- Check relevant financial reports of procurement beneficiaries
- Maintain procurement files.
- Assist in archiving financial files and procurement files.
- Other duties as assigned.
Minimum qualifications
- Master’s degree, preferably in public administration, business administration, or other relevant areas.
- Bachelor’s degree in finance and/or Accounting; Master’s degree preferred.
- Minimum five (5) years of relevant experience (preferably with a multinational company)
- Prior experience with USAID-funded projects is strongly preferred.
- Solid knowledge of FAR and AIDAR.
- Experience with collection and analysis of accounting data.
- Excellent organizational skills to meet deadlines.
- Strong communication skills – both oral and written.
- Fluency in English, Ukrainian, and Russian required.
- Skilled at using Microsoft Office programs (Word, Outlook, Excel, PowerPoint, etc.)
Physical demands & work environment
- Travel within Ukraine and abroad may be required.
- Requires presence in SPARC’s office in Kyiv and can involve hybrid work in accordance with Tetra Tech policies and at the discretion of SPARC’s Chief of Party.
