Tetra Tech is seeking short-term Power Systems Specialists for an anticipated project, based in Togo. The Specialists will provide specialized technical expertise to the donor and coordinate the planning, design, operation, and optimization of electrical infrastructure. Working closely with the implementing agencies, the Specialists will coordinate the translation of the National Energy Pact and M300 Compact into an integrated transmission and distribution development plan, covering HT/MT/BT expansion, densification, and rehabilitation, aligned with universal access and RE integration targets by 2030. The Expert will ensure consistency between the donor grid roadmap, the national least-cost master plan and the CEET/CEB investment plans, playing a central role in securing energy supply, integrating renewable energies, and strategically planning investments in transmission and distribution networks. The assignment is contingent upon contract award.  Togolese Nationals are strongly encouraged to apply.

The Specialists will:

Infrastructure analysis and planning:  

  • Assess the current state of the national electrical grid and identify needs for reinforcement and expansion
  • Coordinate translation of the Pact and M300 targets into an integrated HT/MT/BT development plan (reinforcement, extension, densification, rehabilitation) consistent with the national least-cost master plan and utilities’ investment plans
  • Participate in the development of regional interconnection and renewable energy integration strategies

Network optimization and reliability:

  • Analyze the capacity, reliability, and resilience of existing infrastructure and in coordination with the relevant agencies, propose prioritized actions and investments to improve reliability and operational efficiency
  • Assess risks related to interruptions and propose mitigation measures
  • Provide grid-related inputs to regulatory reforms (grid code, connection rules, ancillary services) and to the structuring of PPAs, connection agreements and other related contracts

Technical support for energy projects:

  • Provide technical support for the design and implementation of infrastructure projects in Compact and ensure validation of associated grid impact studies
  • Participate in identifying investment needs and preparing technical files for lenders and investors
  • Advise on the adoption of innovative and sustainable technologies on the network

Coordination:

  • Collaborate with public and private stakeholders to harmonize interventions on the network
  • Prepare technical reports, memos, and recommendations for leadership
  • Participate in training and skills transfer workshops to local teams
  • Participate in regular calls with the implementing team  

 

Minimum Qualifications Required:

  • Master’s degree in electrical engineering, electrotechnology, or equivalent
  • Minimum 8 years in the design, planning, or operation of transmission and/or distribution networks, large-scale grid reinforcement and expansion projects; power quality, and loss-reduction programs
  • Experience in renewable energy integration, optimization, and infrastructure reliability analysis
  • Proficiency in network simulation and analysis software (PSSE, DigSilent, ETAP, etc.) and mastery of load flow, short-circuit, contingency, and stability studies
  • Ability to work with electrification masterplans to align MV/LV build-out, densification, last-mile connections and mini-grid/on-grid interface with Compact access targets
  • Ability to work with technical and financial partners and to link technical requirements to sector reforms
  • Strong coordination skills, ability to work in a multidisciplinary team and communicate effectively with decision-makers
  • Familiarity with the Togolese and the wider West African region’s energy sector context
  • Fluency in French (oral and written) is required, and a good working knowledge of English (oral and written) for interaction with development partners and review of documentation.
