Organizational Development Specialist - Nigeria

Project Summary
Tetra Tech is implementing the five-year, USAID-funded Power Africa Empower Nigeria Activity. Building on a decade of Power Africa success, Empower Nigeria aims to reduce energy poverty by expanding access to affordable and reliable electricity in Nigeria. Power Africa Empower Nigeria will focus on increasing electricity generation capacity, improving access to on- and off-grid electricity, and supporting Nigeria's national and state-level energy planning through four key strategic outcomes: addressing policy and regulatory challenges, enhancing transmission capacity, scaling the off-grid sector, and resolving liquidity issues within the electricity sector.
Position Summary
Tetra Tech is recruiting an Organizational Development Specialist to join the Empower Nigeria team. The position is critical in enhancing organizational effectiveness and fostering a culture of continuous improvement, collaboration, and innovation in distribution utilities, TCN, regulator on federal and state level, rural electrification and other agencies and other energy agencies in the Nigerian power sector. The candidate will be adept in assessing organizational needs, developing and implementing strategies for talent development, change management, and performance enhancement, all while ensuring alignment with the company’s strategic objectives. The Organizational Development Specialist will report to the Senior Technical Advisor and work closely with other cross-functional teams to support initiatives that enhance distribution services and customer satisfaction.
Position Responsibilities
- Conduct thorough assessments to identify organizational development needs, including skills gaps, team dynamics, and leadership requirements.
- Utilize surveys, interviews, and focus groups to gather data and provide actionable insights.
- Design and implement tailored development programs aimed at enhancing individual and team performance, such as training initiatives, leadership development, and succession planning.
- Develop strategies for onboarding, mentoring, and continuous professional development that align with the organization's goals.
- Collaborate with the Change Management Specialist and DISCO management and other energy agencies (regulator, rural electrification agency, and newly formed state level energy agencies etc.) as needed to develop and execute change management strategies that support organizational transformation initiatives. ·
- Provide guidance and support to executives and teams during significant transitions, ensuring effective communication and stakeholder engagement. ·
- Develop and implement performance management systems that align with organizational objectives, fostering a culture of accountability and engagement.
- Work with Empower Nigeria's Senior Technical Advisor, DISCO management, and other objective leads to set performance metrics and provide coaching on performance evaluation processes.
- Foster a positive organizational culture that promotes inclusivity, collaboration, and innovation within the electricity distribution sector.
- Design and facilitate employee engagement initiatives, surveys, and feedback mechanisms to assess and improve workplace culture.
- Collaborate with partner DISCO’s and other energy agencies' human resource teams to identify and develop strategies for attracting, retaining, and developing top talent within the organization.
- Develop training materials and resources to support organizational initiatives and employee development.
- Facilitate workshops, seminars, and training sessions on various organizational development topics.
- Monitor the effectiveness of organizational development initiatives through data analysis and feedback.
- Stay up to date on industry trends and best practices in organizational development to ensure the organization remains competitive and effective.
- Develop policies, procedures, and guidelines.
- Contribute to a series of reporting including weekly, monthly, quarterly, and annual reports as well as monitoring and evaluation tools.
- Share insights and lessons learned with the team to foster continuous improvement.
- Perform other related duties as assigned.
Required Qualifications
- Bachelor’s degree in human resources, organizational development, business administration, or a related field.
- 5 years of experience in organizational development, human resources, or a related field, preferably within the electricity distribution or utility sector.
- Strong understanding of organizational development theories, practices, and tools, including change management methodologies.
- Excellent analytical, communication, and interpersonal skills, capable of engaging with employees at all levels of the organization.
- Proven experience in designing and implementing development programs and performance management systems.
- Proficiency in using data analysis tools and HR software for assessments and performance tracking.
- Demonstrated familiarity with and prior experience addressing energy sector challenges in Nigeria.
- Exceptional analytical, problem-solving, and critical-thinking skills.
- Strong interpersonal communication and presentation skills, with the ability to engage and influence stakeholders at all levels.
- Excellent oral and written communication skills in English.

Preferred but Not Required Qualifications
- Master’s degree in human resources, organizational development, business administration or a related field.
- Experience designing and implementing programs that promote gender equality and women’s empowerment in the energy sector.
- Working experience in Nigeria.
