The USAID-funded Water, Sanitation, and Hygiene Partnerships and Learning for Sustainability (WASHPaLS 2), implemented by Tetra Tech International Development is currently accepting expressions of interest for an Operations Specialist. The position will be located in the main office in Arlington, VA; with consideration of remote, US-based locations.

 

The Operations Specialist (OS) is responsible for supporting the smooth and efficient operation of the program by providing administrative and logistical support. S/he reports to the Operations and Finance Manager (OFM) in financial, subcontract and human resources management, as well as travel coordination, event preparation and project procurements. The OS will also serve as a liaison between the project office and the home office on issues related to operations, finance, and logistics, in coordination with the Deputy Project Manager.

 

Responsibilities:

 

Compliance/Filing Policy

  • Under the direction of the OFM, work with the Home Office Project Management Team (HO PMT) team to ensure the project complies with USAID and Tetra Tech policies and procedures.

 

Reporting/ Meetings

  • Assist in the preparation of reports and presentations, including tracking reporting deadlines to ensure timely delivery.
  • Assist with meeting logistics, including scheduling, preparing agendas, sending appointments, ordering refreshments, taking and circulating notes, and following up on action items after meetings.

 

Human Resources

  • Support project recruitment efforts for consultants, including contacting candidates to determine availability and collecting CVs, and references; performing reference checks; documenting decisions leading to consultant selection.
  • Prepare consultant agreements and modifications.
  • Process consultant travel advances, expense reports, and invoices.

 

Subcontract and Grant Management

  • Review draft SOW and budget received from subcontractors.
  • Draft deliverables payment schedule, negotiation memorandum, compile supporting documentation, coordinate with OFM and CGP to finalize.
  • Perform first review of subcontractor invoices to confirm all rates are correct and all costs allowable.
  • Monitor subcontractor budgets and obligated amounts.
  • Request monthly budget projections and invoices from each subcontractor

 

Financial management

  • Support the OFM and PMT in managing the project budget, monitoring expenditures and preparing projections.
  • Review draft invoices to USAID, update expense descriptions, and review any applicable fee to be applied.

 

 

 

Qualifications:

  • Bachelor’s degree in economics, finance, administration, business, or other related field;
  • Minimum of 3 years project management experience with international donors.
  • Proven ability to draft quality correspondence and contributions for project required reports.
  • Demonstrated inter-personal skills conducive to working in multiple countries, with a diverse set of actors (e.g. vendors, USAID officials, local government officials, and local staff).
  • Previous experience supporting projects of a similar magnitude and complexity;
  • Fluency in English (both written and oral).
  • Proficient in use of Microsoft Office suite (Word, Excel, PowerPoint) and ability to troubleshoot basic information technology problems.
  • Preferred: Familiarity with subcontract management, grants management, or monitoring, evaluation, and learning systems a plus
  • U.S. citizenship or a valid U.S. work permit is an absolute requirement.
