Job Overview and Reporting Line:

The Strengthening Peace and Resilience in Nigeria (SPRiNG) Programme will support a more stable and peaceful Nigeria, the impact of which will be that citizens will benefit from reduced violence and increased resilience to climate change. It will achieve this by supporting Nigerian stakeholders to resolve conflict and improve security, justice, and natural resource management in target areas. 
SPRiNG will support locally led enhancements to conflict prevention, violence reduction, security and justice and natural resource management; work to remove or lessen the impact of critical barriers to peace; and support partnerships for peace with likeminded international partners to multiply funding spent by the FCDO.
SPRiNG is a politically led programme and is grounded in research, evidence, and science, including political economy, conflict analysis, and environmental science to ensure that the Programme is addressing the root causes of violence. SPRiNG is problem driven, evidence based, iterative, adaptive in approach, reflective, responsive, and scalable.

SPRiNG will seek to address a complex set of interwoven political, conflict, and ecological conflict drivers impacting security across North-West Nigeria.

The SPRiNG programme is seeking an experienced Operations Officer based in our Abuja office, reporting to the Operations and Security Manager, SPRING Programme. The Operations Officer will administer daily office operations, including managing end-to-end procurement with vendors, tracking invoices and payments, travel logistics, in addition to supporting the SPRING programme team with planning and coordinating all programme events. The postholder will also maintain accurate operational records and trackers, ensure compliance with Tetra Tech and donor requirements, support audits and reporting, and contribute to the efficient and timely delivery of programme activities. 

Main Duties:

Procurement

  • Manage the end-to-end procurement process, including procurement planning, evaluation and negotiation in accordance with Tetra Tech procurement guidelines.

  • Maintain a comprehensive vendor database and ensure the prequalification, due diligence and performance monitoring of suppliers and contractors.

  • Conduct vendor sourcing, issue requests for quotations, analyse bids and quotations, and prepare purchase orders.

  • Manage procurement timelines for the delivery and receipt of goods and services.

  • Establish and maintain good working relationships with vendors and suppliers.

  • Process all vendor invoices and ensure proper tracking and auditable documentation.

  • Support the preparation and review of procurement-related reports, including quarterly procurement status reports and contract management trackers.
     

Logistics

  • Arrange logistics for field movements, including booking and assigning appropriate vehicles for road movements and making flight and hotel reservations.
  • Maintain up-to-date operations trackers and share regular updates and progress reports with the Operations and Security Manager and Project team.
  • Manage the office store records and maintain accurate documentation of stock and supplies.
  • Participate in relevant meetings and ensure that all logistical and operational preparations are completed in a timely manner.
  • Undertake any other operations-related responsibilities assigned by the Security and Operations Manager or Programme Management team in line with the requirements of the role.

Event Management 

  • Plan, coordinate and support the delivery of programme events, including workshops, trainings and other programme activities.
  • Coordinate the logistical requirements for events, including venues, participant arrangements, materials, transport, accommodation and other event-related services.
  • Ensure that all event-related procurement, logistics and administrative arrangements are completed on time. Maintain accurate activities and events trackers and provide regular updates to the SOM and Project team.
  • Participate in relevant meetings and ensure that preparations, materials and follow-up actions are completed on a timely basis.

HR Support

  • Maintain and regularly update the staff annual leave tracker.
  • Orient and onboard new national and expatriate staff on relevant operations policies and procedures.
  • Support the provision of operational information and guidance to staff in relation to travel, logistics, procurement and other programme support processes.

Aptitude and skills:

Essential

  • Demonstrable experience working in similar roles in Operations teams, with responsibility for programme procurement and logistics.

  • Demonstrable experience managing the full event cycle for workshops, trainings and conferences, including event planning, venue sourcing, participant coordination, invitations and confirmations, travel and accommodation arrangements, catering, event materials, equipment, registration and on-site support.

  • Good understanding of procurement principles, value for money, competition, segregation of duties and audit requirements.

  • Strong record-keeping and documentation skills, including experience using document-management systems, such as SharePoint or similar platforms.

  • Excellent written and verbal English communication skills

  • Ability to identify operational risks and escalate issues appropriately.

  • Being able to prioritise and work with multiple stakeholders. 

  • Strong Microsoft Office skills, including Excel.

Desirable

  • Experience working on UK or other international donor-funded projects.
