Project Summary: 

Tetra Tech is implementing the recently awarded, five-year USAID Power Africa Empower West Africa (EWA) Activity. Building on a decade of Power Africa success, EWA aims to close the energy poverty gap in the region by increasing supply of and access to affordable, reliable, and sustainable electricity. By 2029, EWA aims to establish six million new electricity connections; reach financial close for 2,500 megawatts of new generation capacity; construct 1,500 kilometers of new power lines; and achieve sales of 40,000 productive use of energy (PUE) devices.

Position Summary: 

Tetra Tech is recruiting an On-Grid Transaction Advisor that will report to the private sector investment and innovation lead and liaise with private sector companies, investors, donors, local banks, and end-user financiers to provide technical assistance that catalyzes access to finance in the on-grid sector. This position is full-time, and hiring is contingent upon USAID approval. This involves providing support in the 18 countries covered by EWA. International travel is required. 

Position Responsibilities:

  • Contribute to EWA’s key metrics to help catalyze 2,500 MW of new renewable energy generation achieving financial Close, and $2,5 Billion of new investment capital in sub-Saharan Africa by mid-2029.
  • Identify technical assistance opportunities in large complex on going transactions in the on-grid space and over a menu of interventions including but not limited to end-to-end capital raise, deal structure, legal reviews, risk allocation support, transaction advisory services, and building capacity activities, among others.  
  • Collaborate closely with participants to the Power Africa Partnership program and make sure to try to support any request made in line with EWA overall objectives.
  • Maintain a close collaboration with DFIs and non-governmental organizations active in the sub-region, as well a good knowledge of all USG agencies supporting the energy activities in the sub-region.
  • Provide access to finance supporting early-stage projects, high-impact companies included but not limited to matchmaking services, identification of seed/grant funding, support with potential business operation support.
  • Engage investors to begin investing in on-grid companies or grow existing investments in the sector. Support activities may include:
    • Strategy development and internal awareness raising of energy sector opportunities
    • Pipeline building to support lending objectives
    • Financial product and service design to ensure appropriate product development for the energy sector, coordinating co-funding opportunities with donors and development finance institutions (DFIs) as appropriate
    • Market intelligence and risk assessments on a market segment and/or country-specific level to assist investor due diligence
    • Support to government’s bodies involved in advancing the Renewable Energy penetration in the energy mix of their respective countries and accelerating the energy transition.
  • Manage work done by subcontractors providing EWA’s access to finance services to on-grid companies and investors.
  • Act, in a proactive manner, to find opportunities that meet USAID’s and the host governments expectations.
  • Build a transaction log and update it regularly.
  • Contribute to a series of reporting including weekly, monthly, quarterly and annual reports as well as monitoring and evaluation tools.  
  • Contribute to the program goals and Tetra Tech contractual objectives.
  • Identify opportunities to implement Gender Lens Investment and collaborate to advance other cross cutting activity objectives. 

Minimum Qualifications

  • Master’s degree in business, finance, economics or a related field;
  • 8 years’ relevant experience working in banks, investments firms, financial advisory providers, ideally investing in the on-grid sector;
  • Experience closing transactions of wide range of ticket sizes in the on-grid sector in Africa.
  • Demonstrated knowledge, skills, and experience in transaction advisory, developing and structuring of debt and equity instruments/facilities, as
  • well as other financial instruments.
  • Strong verbal and written English communications skills

Valued Qualifications:

  • Proficiency in French is preferred.
  • Experience in West Africa preferred.
