Project Summary

Tetra Tech is providing energy expertise and related technical and material assistance to the Government of Ukraine. This project focuses on enhancing the resilience, reliability, affordability, and security of the electricity, natural gas, and district heating sectors. The scope of work includes addressing immediate challenges and physical damage to energy infrastructure, as well as preparing for Ukraine’s post-war reconstruction and long-term energy security.

 

Position Summary

Tetra Tech seeks a Natural Gas Specialist to lead complex projects that advance Ukraine’s natural gas infrastructure through infrastructure modernization, improvements to gas sector business processes, and digital transformation and optimization. This position will report to the Natural Gas Lead. Interested candidates must be based in and eligible to work in Ukraine. This is a full-time position for the duration of the program (until April 2029), and hiring is contingent upon client approval.

Essential Job Functions

  • Lead multifaceted natural gas infrastructure projects, emphasizing digital transformation, system modernization, and operational efficiency
  • Coordinate the development and implementation of strategies, such as for gas hub creation and/or dispatch capability development
  • Develop comprehensive roadmaps for the digital transformation and modernization of Ukraine’s gas sector, clearly identifying improvement opportunities, viable solutions, and achievable timelines
  • Monitor, analyze, and respond proactively to developments and emerging issues within the gas sector; recommend strategic infrastructure enhancements to facilitate integration with adjacent energy markets
  • Draft concise and insightful reports to inform internal management, U.S. government counterparts, and other stakeholders about the status and advancement of Ukraine’s natural and clean gas sectors
  • Contribute to policy, legislative, and regulatory drafting processes, offering expert analysis, recommendations, and responding to relevant industry consultations
  • Deliver clear, professional presentations and briefings to U.S. government representatives, Ukrainian stakeholders, and international partners on natural and clean gas sector issues
  • Establish and maintain productive relationships through regular engagement and networking with key internal, local, and international stakeholders
  • Support the execution of gas-related procurements to enhance resilience and prepare for post-war reconstruction
  • Manage subcontractors to ensure timely and accurate project deliverables

Required Qualifications

  • Bachelor’s degree in oil and gas, energy, engineering, or other relevant field
  • Minimum of three years of relevant experience in natural and/or clean gas projects
  • High-level understanding of the value chain and issues in Ukraine’s gas sector as well as natural and clean gas infrastructure
  • Demonstrable expertise in the principles of project economics, project life-cycle methodologies, and standard project deliverables
  • Proven track record leading digitalization, modernization, optimization, or systems implementation projects within the natural gas sector
  • Ability to coordinate and prioritize work to meet competing deadlines while adhering to Tetra Tech’s governance standards and procedures
  • Excellent writing and communication skills
  • Strong stakeholder engagement capabilities, aptitude in building trust and productive working relationships
  • Strong proficiency in Microsoft Office programs (Word, Outlook, Excel, PowerPoint, etc.)
  • Fluency in Ukrainian and full proficiency in English

 

Preferred Qualifications

  • Master’s degree in oil and gas, energy, engineering, or other relevant field
  • Knowledge of key systems and software specific to gas-sector business processes and infrastructure operations (such as SCADA, gas network simulation tools, dispatching and balancing platforms, or asset management systems)
  • Project management skills
  • Experience on projects funded by the U.S. Government or other donors 

 

Physical Requirements

  • Frequently remain in a stationary position sitting or standing at a desk
  • Occasionally move inside the office to access file cabinets, office machinery, etc.
  • Constantly operate office equipment, such as computer, copy machine, scanner, or printer
  • Constantly communicate information and ideas so others will understand
  • Constantly observe details at close range

 

Additional Information

  • Employment type: This is a ​full-time, fixed-term​ position
  • Work schedule:  Monday – Friday, standard core business hours (9:00 AM – 6:00 PM local time); some flexibility required but must occasionally overlap with United States Eastern Time business hours 
  • Work location: This position is required to be in the office for at least 60% of the weekly working time​ ​(all arrangements subject to review and may change at the company’s discretion)
  • Travel requirements: N/A
  • Line management responsibility: N/A
