The Program:

Australia Assists is an Australian Government program that deploys skilled humanitarian specialists to support multilateral agencies, governments, civil society and communities to prepare for, respond to, and recover from disasters and conflict. Australia Assists’ Goal is to: Save lives, alleviate suffering, and maintain human dignity during and in the aftermath of conflict, disasters and other humanitarian crises, and strengthen preparedness for the occurrence of such situations. The program’s Objective is: Targeted deployment of humanitarian expertise that meets the priorities and needs of Australia's multilateral, bilateral and civil society partners and advances Australia's international humanitarian priorities.

The Role:

Based in the MEIDECC, under the leadership of the Director of Communications of MEIDECC and remote oversight of the Pacific Emergency Telecommunications Cluster Coordinator (WFP), the incumbent will be responsible for leading the National Emergency Telecommunications Cluster as one of the core structures under the national disaster coordination framework steered by the National Disaster Risk Management Office (NDRMO).

Key responsibilities:

  • Provide centralized leadership and direction for all emergency communication efforts, ensuring that all activities align with national disaster risk reduction and disaster risk management priorities and international standards.
  • Facilitate collaboration by acting as a liaison between government bodies, NGOs, and international partners on matters relating to emergency telecommunications.
  • Oversee the allocation and management of resources required for establishing communication systems during emergencies, including equipment procurement, personnel deployment, and logistical support.
  • Build capacity of national emergency responders, ensuring their familiarity with emergency telecommunications equipment, especially for non-technical personnel.
  • Maintain and perform regular testing of emergency telecommunications equipment in Tonga’s emergency warehouse facilities, ensuring their operability and readiness to respond to a given emergency.
  • Act as the information management focal point for National ETC activities, ensuring timely and accurate completion of internal and external reporting requirements such as situation reports, factsheets, concepts of operation and other relevant operational documents.

Selection criteria

  • Advanced university degree in Engineering, Computer Science, Telecommunications, Information Technology, or other fields related to technology
  • At least 5 years of progressively responsible professional experience with an advanced level university degree. A first level university degree with 6 years of qualifying experience will be considered
  • Experience working in Tonga or other Pacific Island Countries and Territories is desirable
  • Expert knowledge in the use of satellite communications (VSAT, satellite voice communications) and radio (VHF, HF) is essential
  • Proficient in Microsoft Office suite (Word, Excel, PowerPoint, PowerPoint); web skills, knowledge of GIS systems an advantage
  • Ability to establish and grow relationships with stakeholders and influences high-level stakeholders
