Tetra Tech Inc. Is currently seeking a  Mortgage Assistance Program Manager with experience on a funded program from the Treasury Department.  This homeowner assistance fund program helps homeowners when they have fallen out of financial stability because of the Covid-19 pandemic. The ideal candidate will:

  • Have experience administering HUD and / or Department of Treasury landlord / homeowner / renter assistance programs.
  • Communicate with case management and call center team leads regarding status, updates, changes, and implementation of the HAF program rules and processes.
  • Manage a statewide HAF program coordinating with several partner businesses and Tetra Tech staff to ensure the efficient, accurate and timely distribution of the state’s HAF grant funds.
  • Manage to a program budget, timeline, and client expectations.
  • Manage risk.
  • Develop a sales pipeline of business opportunities that meet Tetra Tech goals and objectives. 
  • Successfully assist clients in the planning and timely implementation of their HAF grant.
  • Work with clients to prepare all compliance reports required by the HAF program.
  • Communicate with senior leadership staff from clients including elected officials.
  • Interface with the general public, US Treasury, and other federal agencies as required to support clients’ needs.
  • Identify and resolve program conflicts.
  • Provide support for the use of US Treasury's HAF system.
  • Manage additional Tetra Tech staff assigned to the project as well as the staff of our subordinate businesses and staff assigned by the client to the project.                             

The candidate needs to be able to make independent decisions regarding grant guidance; must be able to understand and interpret the federal grant eligibility and activities; perform business related research to support client needs; and work with the team in the analysis, formulation, development and delivery of material and results.


  • The ideal candidate will have management experience with leading teams and developing implementation for local, county, and/or state programs.   
  • The successful candidate should have experience with public speaking, past experience working with local, county and state government officials on disaster recovery, delivering presentations, and facilitating focus groups.  Must have good written and verbal communication skills, and good mathematical skills.
  • Minimum of 12 years working experience.
