The Opportunity
The Pacific Humanitarian Warehousing Program (PHWP) is a regionally led, multi-donor initiative enhancing humanitarian warehousing capability across 14 Pacific Island countries and Timor-Leste. As the MEL and Performance Lead, you will play a pivotal role in the PHWP ISU senior leadership team, shaping how the Infrastructure Specialist Unit (ISU) captures, learns from, and communicates its impact.
Reporting to the Team Leader, you will lead the implementation of the PHWP ISU MEL Framework and Plan, ensuring that the program’s thematic priorities—Gender Equality, Disability and Social Inclusion (GEDSI), Localisation, and Green Humanitarian Action—are embedded in all monitoring, evaluation and reporting activities. You will use your leadership expertise to lead and manage the team, stepping in for the Team Leader to provide cover as required. You’ll work closely with the Pacific Community (SPC), DFAT, and other stakeholders to ensure evidence-based decision-making and adaptive programming.

About the Program
PHWP supports the development of fit-for-purpose humanitarian warehouses and supply systems that are accountable to and inclusive of those most at risk. Tetra Tech International Development is implementing the infrastructure components of PHWP in partnership with SPC, guided by Australia’s development priorities.
Your Role
- Lead implementation of the PHWP MEL Framework and Plan across the ISU.
- Ensure integration of GEDSI, localisation and green humanitarian action in all MEL activities.
- Oversee reporting including annual reports, evaluations, case studies and impact stories.
- Lead and manage team members, fostering a culture of inclusion, belonging, innovation and high performance. Stepping in for the Team Leader, from time to time.
- Provide MEL guidance and capacity building to ISU team members and partners.
- Represent the ISU in stakeholder engagements and support program leadership.
- Collaborate with SPC and DFAT to ensure alignment and shared learning.
About You
You are an experienced MEL professional with a passion for inclusive development and humanitarian action. You bring strong technical expertise, excellent communication skills, and a collaborative mindset. You thrive in cross-cultural environments and are committed to building systems that drive meaningful change.
You will possess:
- Excellent leadership skills, with the ability to mentor teams.
- Tertiary qualifications in international development, MEL or a related field.
- Demonstrated experience in MEL within humanitarian or development programs, ideally in the Pacific.
- Strong knowledge of DFAT’s MEL standards and thematic priorities.
- Proven ability to lead reporting, evaluations and adaptive learning processes.
- Excellent stakeholder engagement and relationship building skills.
- Commitment to safeguarding, inclusion and respectful workplaces.
