Monitoring, Evaluation and Learning (MEL) Specialist - Togo
Minimum Qualifications Required:
- Master's degree in project management, statistics, development, or related discipline.
- Minimum 5 years’ experience leading MEL functions in development projects, ideally in the energy sector.
- Experience leading MEL frameworks for programs involving multiple institutions and partners (government, utilities, regulators, DFIs).
- Experience in defining indicators, data collection, and analysis.
- Proven ability to design integrated results frameworks: theory of change, indicators, baselines, targets, data flows, and verification methods for complex, multi-pillar programs.
- Experience aligning national MEL frameworks with donor/partner requirements.
- Experience setting up and enforcing data governance standards: definitions, disaggregation, periodicity, roles & responsibilities, and DQA protocols.
- Experience planning and coordinating mid-term and final evaluations, thematic studies and learning reviews.
- Proficiency in S&E and data analysis software (advanced Excel, PowerBI, SPSS, STATA, etc.).
- Strong coordination skills, ability to work in a multidisciplinary team and communicate effectively with decision-makers.
- Familiarity with the Togolese and the wider West African region’s energy sector context.
Fluency in French (oral and written) is required, and a good working knowledge of English (oral and written) is highly desirable for interaction with development partners and review of documentation.
