Tetra Tech is seeking short-term Monitoring, Evaluation and Learning (MEL) Specialists for an anticipated project, based in Togo. The Specialists will lead the design and operationalization of the M300 Compact results framework, covering all five pillars, institutions and priority programs, and ensure full alignment between the Pact indicator set, national planning frameworks, and partner requirements. The Specialists will provide methodological and analytical expertise to measure the performance of energy policies, programs, and projects. The Specialists will ensure data reliability and results evaluation and contribute to informed decision-making and transparency. The assignment is contingent upon contract award.

The Specialists will:

Design of the MEL framework:

  • Translate the Compact targets across all the pillars into measurable indicators with baselines, targets and clear methodologies.
  • Develop a harmonized monitoring and evaluation system tailored to national priorities and partner requirements. 
  • Establish procedures for data collection, processing, and validation. 
  • Develop and implement a learning agenda (mid-term review, thematic evaluations, final impact evaluation), in coordination with the development partners. 

     

Data collection and analysis:

  • Oversee data collection from various stakeholders in the sector. 
  • Ensure quantitative and qualitative analysis of the information collected. 
  • Identify deviations from objectives and propose corrective recommendations.

Reporting:

  • Produce periodic reports summarizing the results and trends observed. 
  • Contribute to the dissemination of best practices and lessons learned to improve future interventions. 
  • Participate in communicating results to decision-makers, partners, and donors. 
  • Participate in regular calls with the implementing team. 

     

Capacity building:

  • In collaboration with other stakeholders, support the training of internal teams on monitoring, evaluation and learning tools and methods. 
  • Ensure the transfer of skills to sustain the MEL system within the Secretariat.  
     

Minimum Qualifications Required:

  • Master's degree in project management, statistics, development, or related discipline.
  • Minimum 5 years’ experience leading MEL functions in development projects, ideally in the energy sector. 
  • Experience leading MEL frameworks for programs involving multiple institutions and partners (government, utilities, regulators, DFIs). 
  • Experience in defining indicators, data collection, and analysis. 
  • Proven ability to design integrated results frameworks: theory of change, indicators, baselines, targets, data flows, and verification methods for complex, multi-pillar programs. 
  • Experience aligning national MEL frameworks with donor/partner requirements. 
  • Experience setting up and enforcing data governance standards: definitions, disaggregation, periodicity, roles & responsibilities, and DQA protocols. 
  • Experience planning and coordinating mid-term and final evaluations, thematic studies and learning reviews. 
  • Proficiency in S&E and data analysis software (advanced Excel, PowerBI, SPSS, STATA, etc.). 
  • Strong coordination skills, ability to work in a multidisciplinary team and communicate effectively with decision-makers.
  • Familiarity with the Togolese and the wider West African region’s energy sector context. 
  • Fluency in French (oral and written) is required, and a good working knowledge of English (oral and written) is highly desirable for interaction with development partners and review of documentation.
