Project Summary: 

Tetra Tech is implementing the recently awarded, five-year USAID Power Africa Empower West Africa (EWA) Activity. Building on a decade of Power Africa success, EWA aims to close the energy poverty gap in the region by increasing supply of and access to affordable, reliable, and sustainable electricity. By 2029, EWA aims to establish six million new electricity connections; reach financial close for 2,500 megawatts of new generation capacity; construct 1,500 kilometers of new power lines; and achieve sales of 40,000 productive use of energy (PUE) devices.

Position Summary: 

Tetra Tech is recruiting a Monitoring, Evaluation and Learning (MEL) Specialist that will be reporting to the Partnerships Coordinator and leads the design and operation of MEL’s system under Empower West Africa; coordinates with all project entities to ensure proper monitoring, data collection and quality; contributes to reports to USAID and any entity approved by the Chief of Party.  This position is full-time, and hiring is contingent upon USAID approval. Interested candidates must be eligible to work in Ghana. Regional travel may be required.

Position Responsibilities:

Support to the Partnerships Coordinator to:

  • Design and implement the EWA’s MEL Plan, ensuring its alignment with contract requirements and USAID policies, standards, and guidelines by providing overall technical leadership, compliance, and quality assurance for all MEL activities and reporting under EWA.
  • Lead the design, operation, and review of EWA’s MEL methodologies and tools to ensure standardization across country programs in indicators, data collection and quality, and reporting.
  • Coordinates with PATT Specialist to conduct entries to the Power Africa Tracking Tool (PATT) and the Power Africa Information System (PAIS) 
  • Oversee the collection of data and reporting on program management, output, and outcome indicators by the country programs.
  • Conduct quarterly indicator performance quantitative and qualitative progress analysis.
  • Support the development of quarterly and annual reports via preparation of the indicator performance tables and drafting relevant content for reports.
  • Provides support including capacity building to EWA staff and other stakeholders to report EWA KPIs, assess progress, and continuously refine programming.
  • Update and revises the MEL plan on an annual basis.
  • Work with the Communication team to identify and disseminate program learnings and best practices through learning events, stories, presentations, or reports.
  • Work with the Communications team to ensure accuracy of data and results in communications materials such as success stories, fact sheets, and press releases. 
  • Serve as the primary MEL liaison to a diverse group of stakeholders, including but not limited to the Partnerships Coordinator, the Deputy Chief of Party (DCOP), the Partnerships Specialist, private sector associations, and other key U.S. and African companies and organizations.
  • Ensure gender-disaggregation of all person-level indicator to inform various project activity interventions.
  • Review grants and subcontracts for alignment to the EWA objectives and indicators, support and track indicator data from grantees and subcontractors to ensure proper data collection and adherence to their deliverable schedules.
  • Summarize findings for Collaborating, Learning and Adapting (CLA) during annual pause and reflect
  • Perform other duties to ensure accomplishment of activity objectives as assigned by the Partnerships Coordinator and Chief of Party

Minimum Qualifications

  • Bachelor's Degree in statistics, economics, engineering, management, or any other relevant field 
  • At least 5 years of experience in the implementation of M&E frameworks for donor funding projects 
  • Demonstrated track record in Monitoring, Evaluation and Learning (including experience with log frames/results-based frameworks, collecting & reviewing monitoring information, coding qualitative data, and conducting evaluation research), 
  • Experience in data collection, analysis and using tools such as MS Excel and statistical packages.
  • Ability to convey results to non-technical stakeholders, and to generate interest in the use of MEL results and help staff to make programmatic improvements desired.
  • Expertise in quantitative and qualitative methodologies, research, management information systems, reporting, data quality assessments, and data analysis and visualization 
  • Experience in conducting MEL activities for USAID funded contracts, across multiple countries (preferred).
  • Excellent knowledge of MS Word, Outlook, PowerPoint, Excel
  • Excellent verbal and written communication skills in English

Valued Qualifications:

  • Fluency in French 
  • Knowledge of the energy sector
