Monitoring, Evaluation and Learning (MEL) Manager, USAID/DRC Supporting Peace and Stability in South Kivu (SPSSK) Activity, Democratic Republic of Congo (DRC), Bukavu

Qualifications: 

• Bachelor’s degree in a relevant field, such as international development, political science, sociology, statistics/social research or similar required.
• Minimum of five (5) years’ experience in monitoring and evaluation and/or learning with experience designing and implementing M&E systems and developing indicators for international development projects. Experience working on USAID-funded projects preferred.
• Eight (8) years of professional relevant work experience required, predominantly in international development or related work. 
• Expertise in at least one of the M&E-related activities such as statistical analysis, impact analysis, performance evaluations, instrument design and management or in learning. 
• Experience developing and managing MEL plans and data collection systems; writing M&E reports; and building the M&E capacity of field staff and local organizations/grantees.
• Experience designing and integrating CLA systems, processes and staff culture.
• Proficiency in Microsoft Office skills (Excel, Word, Outlook and PowerPoint) required. Experience with Geographic Information System (GIS), imaging, mapping applications in the DRC is a plus. 
• Demonstrated experience integrating considerations of inclusion of youth, gender, ethnic and other marginalized groups into MEL indicators and systems required.
• Demonstrated strong communication and problem-solving skills, results-oriented, flexible and resourceful in changeable contexts.
• Spoken and written fluency in English and French is required.
