Project Summary:

The Yemen Continuous Learning and Evaluation (YCLE) program provides rapidly deployed, robust, on-the ground, in-country oversight of USAID funded development activities implemented in Yemen. The YCLE Contractor supports the prudent use of U.S. taxpayer funds in an efficient and cost-effective manner, with a focus on: 1) Performance and Contextual Monitoring and Verification Services; 2) Evaluation Services; 3) Analysis and Reporting Services; 4) Collaboration, Learning, and Adaptive Management Services; and, 5) Program Support Services. The overall goal of YCLE is to enable USAID/Yemen to become a more effective and adaptive development organization.

Position Summary:

The Monitoring, Evaluation and Learning (MEL) Consultant will be primarily responsible for providing remote support for planning and implementing Third-Party Monitoring (TPM) activities. The MEL Consultant will report to the Chief of Party (COP) and will work closely with Amman based Senior MEL Officer to plan and implement TPM activities in the workplan. 

 

Responsibilities:

  • Provide effective oversight to the Senior MEL Officer to manage a TPM portfolio of USAID/Yemen Implementing Partners (IPs)
  • Oversee the process of coordination with IPs to receive up-to-date implementation plans and workplans.
  • Work closely with the Senior MEL Officer to select IP sub-activity sites for monitoring and identify priorities.
  • Review TPM tools.
  • Work with team members to design trainings for TPM data collectors.
  • Draft informative and user-friendly TPM reports and presentations for YCLE clients and stakeholders.
  • Conduct technical reviews of IPs including Theory of Change, Results Frameworks, Performance Indicator Reference Sheets (PIRS), etc.
  • Design, support, and lead Data Quality Assessments (DQAs) to ensure the reliability and validity of performance data.

 

Qualifications:

  • Bachelor’s degree in social sciences, international development, economics, or other related fields required. Master’s degree preferred.
  • Minimum six years of experience in international development preferred.
  • Minimum three years of experience in applied data collection, such as research or MEL data collection, required.
  • Minimum seven years of experience preferred.
  • Experience with TPM strongly preferred.
  • Familiarity with development programming in Yemen strongly preferred.
  • Familiarity/experience with USAID preferred.
  • Strong background in MEL processes and knowledge of MEL tools.
  • Strong proficiency in written and spoken English and Arabic required.
