Proposal Summary: 

MSI is preparing to bid on the REVEAL project for the US Agency for International Development (USAID) and is seeking a full-time Monitoring, Evaluation and Analysis Specialist to serve on the REVEAL team.  The REVEAL project will provide management and support services, evaluations, assessments, monitoring, evaluation, and learning (MEL) platforms, and institutional support services to USAID’s Center for Economic and Market Development. REVEAL is anticipated to be a five-year project, based in the Washington, DC area.


  • Design and oversee performance and impact evaluations, including developing the scope of work, evaluation questions, evaluation design, development of data collection instruments, oversight of data collection and assistance with analysis and report writing. 
  • Prepare causal models and econometric analyses.
  • Support performance monitoring efforts, including developing performance indicators and data collection instruments.
  • Support collaborating, learning and adapting efforts by compiling evidence into user-friendly briefs, facilitating pause and reflect sessions and supporting adaptive management.


  • Eight years’ experience in monitoring, evaluation and/or research of international development topics required. 
  • Experience with causal model development and different economic analysis and evaluation methodologies required. 
  • Experience with development of data collection methods and oversight of data collection required.
  • Experience with data management information systems preferred.
  • Familiarity with USAID policies, procedures and operational plan indicators required; general familiarity with USAID programming related to economic growth preferred.
  • Excellent written and oral communication, analytic and project management skills required.
  • Master's degree in economics, international development, statistics or a related discipline required.
