Monitoring and Evaluation Specialist, MELA

Position Summary:
The M&E Specialist will support monitoring, evaluation, and learning activities across the Jordan MELA work order, with a particular focus on evaluations, assessments, and performance management. Reporting to the appropriate technical lead, this position will contribute to the design, implementation, analysis, and reporting of M&E activities that inform evidence-based decision-making, adaptive management, and portfolio learning. The M&E Specialist will work closely with technical staff, government counterparts, and implementing partners to support high-quality data collection, analysis, and utilization across the work order. This is a full-time, Amman-based role with a period of performance from September 2026 - September 2027.
Essential Job Functions:

• Support M&E activities across the Jordan MELA work order, with particular emphasis on evaluations, assessments, and performance management.
• Contribute to the design and implementation of evaluations, assessments, rapid appraisals, and other research activities.
• Support performance monitoring processes, including indicator tracking, data review, and analysis of results and trends.
• Assist in developing evaluation scopes of work, methodologies, data collection tools, and analytical frameworks.
• Support both qualitative and quantitative data collection, cleaning, analysis, and interpretation.
• Contribute to the preparation of evaluation reports, assessment reports, performance summaries, and other technical deliverables.
• Review and synthesize data and evidence from multiple sources to identify trends, gaps, and opportunities for learning.
• Support data quality assurance processes, including validation, documentation, and review of performance data.
• Assist with portfolio reviews, learning events, and evidence utilization activities.
• Work with technical leads to ensure findings are translated into clear, actionable recommendations.
• Contribute to the development of work plans, technical notes, presentations, and other M&E products as needed.
• Maintain organized documentation, version control, and tracking systems for assigned activities.
• Coordinate with team members to ensure timely and high-quality delivery of assignments.
Required Qualifications:
• Bachelor’s degree in international development, economics, public policy, social sciences, statistics, or a related field required; master’s degree preferred.
• Minimum of 4 years of experience in monitoring, evaluation, research, performance management, or related MEL work.
• Demonstrated experience supporting evaluations, assessments, performance monitoring, or data analysis activities.
• Experience with qualitative and quantitative data collection and analysis.
• Strong analytical, organizational, and writing skills.
• Experience preparing reports, presentations, and other evidence products for technical and non-technical audiences.
• Familiarity with donor-funded programs and U.S. Government foreign assistance preferred.
• Experience working in Jordan and/or the MENA region strongly preferred.
• Strong teamwork, communication, and coordination skills.
• Excellent written and oral communication skills in English and Arabic required.
Physical Requirements:
• Prolonged periods sitting or standing at a desk and using a computer.
Work Environment / Environmental Factors:
• This position has no work or environmental factors outside of a standard office environment.
Additional Information
• This is a full-time position. The expected working day is from Sunday to Thursday, 40 hours per week.
• This position is required to be in the office Sunday – Thursday. This arrangement is subject to review and may change at the company’s discretion.
