Project Summary:
MSI implements USAID’s Middle East & North Africa Monitoring, Evaluation, and Learning Support Activity (MENA MELS), which delivers high-quality technical support in monitoring, evaluation, and learning activities for the USAID/Middle East Bureau (MEB), its Operating Units, and implementing partners. Project services include monitoring systems, evaluations assessments and research, learning and utilization, and MEL capacity building and training. The United States Agency for International Development (USAID) West Bank and Gaza Mission (USAID/WBG) under the Middle East & North Africa Monitoring, Evaluation, & Learning Services Activity (MENA MELS) has commissioned Management Systems International (MSI) to conduct a data quality assessment (DQA) for fiscal year (FY) 2024. The DQA will assess approximately 39 indicators reported by 13 MEPPA partners. The DQA will be conducted virtually and in-person between August and November 2024 and include a DQA training for USAID staff and implementing partners (IP), document review, working sessions with each IP, and reporting on DQA findings.

Position Summary:
The MEPPA Data Quality Assessment (DQA) Specialist will support MSI to complete data quality assessments for MEPPA implementing partners in Israel. The MEPPA DQA Specialist will work with MSI’s DQA Lead to ensure that all deliverables meet the Mission’s expectations. Responsibilities include planning, conducting, and drafting deliverables. This will include scheduling DQA working sessions with partners, collecting relevant monitoring and evaluation (M&E) documents from partners, reviewing partner documents, and populating the DQA checklist, facilitating a mix of in-person and online partner working sessions, drafting DQA partner reports and DQA tracker, and contributing to DQA presentations. The Specialist will support the MSI Team Lead in carrying out all necessary tasks to complete the assignment and will be joined by several other members of MSI’s Headquarters team. The level of effort for this assignment is estimated around 20-30 days, likely conducting DQAs for 6-7 MEPPA partner. The final number of days will be determined in a final scope of work.
Responsibilities:
- Complete a document review of 6-7 MEPPA partners.
- Facilitate a mix of in-person and virtual DQA sessions in partners’ offices in Israel.
- Draft and submit individual DQA reports and updates for each assigned MEPPA partner.
- Coordinate with and communicate with other members of MSI’s DQA team.
Qualifications:
- Bachelor’s degree in social sciences, international development, or related field is required.
- Minimum eight years of experience in areas such as M&E, data checks required.
- Experience participating in USAID DQA processes required.
- Experience facilitating USAID DQA working sessions preferred.
- Experience working with USAID is preferred.
- Ability to work well as part of a team is required.
- Ability to communicate technical information clearly and effectively with professionals required.
- Strong organizational, time management, interpersonal and communication and facilitation skills required.
- Oral and written proficiency in English required.
