Project Summary:
MSI is awarded the USAID/Sri Lanka Transparent and Accountable Governance (TAG) activity. Working in close coordination with USAID/Sri Lanka, the activity is designed to strengthen Sri Lanka’s democratic and economic governance reform efforts by bolstering good governance, transparency, accountability, and anti-corruption.

Position Summary:
The Monitoring, Evaluation, and Learning (MEL) and Data Specialist will play a key role within the monitoring and evaluation (M&E) team. The MEL and Data Specialist will be responsible for conducting comprehensive MEL activities, particularly for the TAG activities. The Specialist will also gather and synthesize data to inform deliverables and indicators, ensure data accuracy through entry and cleaning processes, and support the monitoring of activities to assess their impact and identify lessons learned.
Responsibilities:
- Design and implement data collection instruments and methodologies to gather relevant data for MEL activities.
- Enter collected data into appropriate databases, ensure data accuracy through rigorous cleaning and validation processes, create relevant data visualizations and interactive dashboards to track programmatic M&E activities such as developing clear and concise reports.
- Monitor and track program indicators to measure progress against set targets and objectives.
- Prepare regular MEL reports that summarize findings, highlight key achievements, and identify areas for improvement as well as ensure MEL activities comply with donor requirements.
- Support and participate in the preparation and revision of the Activity Performance Management Plan (AMELP) while providing performance indicators and identifying key learning areas to ensure the plan is comprehensive and effective.
- Document and disseminate lessons learned from MEL activities to inform future programming and strategic decisions.
- Provide training and support to program staff and partners on MEL best practices and data management.
- Ensure the security and integrity of collected data by implementing appropriate data protection measures, including adhering to data management policies and ensuring compliance with relevant data protection regulations and donor requirements.
Qualifications:
- Bachelor’s degree in a relevant field such as statistics, social sciences, international development, or a related discipline required.
- Minimum five years of experience in MEL, data analysis, or a related field required, preferably with donor-funded programs.
- Experience working with USAID or other international development organizations preferred.
- Experience in managing and implementing projects, including budgeting, planning, and monitoring.
- Strong report writing and communication skills to effectively present MEL findings.
- Proficiency in data management tools and software such as R, STATA, GIS, etc. including databases, spreadsheets, and data visualization platforms.
- Fluency in English and one national language, such as Sinhala or Tamil, required. Proficiency in a second national language, such as Sinhala or Tamil, desired.
