The Opportunity:

Tetra Tech is adding an experienced Project Manager / Permitting Specialist to support our growing environmental permitting and project development practice throughout Massachusetts and the greater New England region.

 

The successful candidate will have experience managing environmental permitting efforts for utility, renewable energy, transmission, and infrastructure projects, with a strong understanding of Massachusetts regulatory requirements and federal, state, and local permitting processes. Experience supporting utility companies and renewable energy developers in Massachusetts, Connecticut, Rhode Island, and Vermont is highly desirable.

 

This position offers opportunities for project management, permitting strategy, agency coordination, business development, and client relationship management while supporting some of New England's most significant energy and infrastructure projects.

 

Location: Flexible within New England (Remote or Hybrid)

Essential Job Functions:

Project Management & Permitting

  • Manage environmental permitting and regulatory compliance efforts for utility, renewable energy, transmission, and infrastructure projects.
  • Lead permitting efforts throughout Massachusetts and support projects in Connecticut, Rhode Island, and Vermont.
  • Manage project scopes, schedules, budgets, and deliverables.
  • Support routing, siting, environmental review, and project development activities.
  • Conduct environmental due diligence and feasibility evaluations.

Agency Coordination & Regulatory Support

  • Coordinate with agencies including:
    • Massachusetts Environmental Policy Act (MEPA)
    • Massachusetts Energy Facilities Siting Board (EFSB)
    • Massachusetts Department of Environmental Protection (MassDEP)
    • Connecticut Department of Energy and Environmental Protection (CTDEEP)
    • Connecticut Siting Council (CSC)
    • Rhode Island Office of Energy Resources (RI OER)
    • Rhode Island Department of Environmental Management (RIDEM)
    • Rhode Island Coastal Resources Management Council (CRMC)
    • Vermont Department of Environmental Conservation (VTDEC)
    • U.S. Army Corps of Engineers (USACE)
    • U.S. Fish and Wildlife Service (USFWS)
    • Local Conservation Commissions and municipal agencies
  • Represent clients during agency meetings, regulatory negotiations, and public meetings.
  • Support permitting through Massachusetts EFSB and MEPA review processes.

Environmental Review & Technical Support

  • Prepare and review permit applications, technical reports, and environmental documentation.
  • Support preparation of:
    • National Environmental Policy Act (NEPA) documentation
    • Habitat Conservation Plans (HCPs)
    • Mitigation plans
    • Environmental assessments and compliance documentation
  • Provide technical review and quality assurance for permitting deliverables.
  • Support environmental compliance activities throughout project development and implementation.

Business Development & Leadership

  • Support proposal preparation, work scopes, cost estimates, and project pursuits.
  • Develop and maintain strong client and agency relationships.
  • Attend conferences, industry events, and networking opportunities.
  • Mentor junior staff and support professional development.
  • Contribute to strategic growth initiatives within the New England region.
  • Demonstrate leadership in project execution, client service, and team development.
  • Conduct activities in line with internal procedures, legislation, and industry standards.
  • Pursue continuous professional development and maintain a high degree of discipline knowledge and awareness.
  • Work in a safe manner at all times and report all health and safety incidents and concerns.
  • Additional duties as required.

 

Required Qualifications:

  • Bachelor’s or Master’s degree in Environmental Science, Environmental Policy, Natural Resources, Biology, Ecology, Geography, Planning, or a related field.
  • Minimum of 8 years of relevant experience managing environmental permitting and project development efforts.
  • Experience supporting public, government, utility, and commercial projects.
  • Strong technical leadership and project management skills.
  • Excellent written, verbal, and presentation skills.
  • Strong organizational, analytical, and problem-solving abilities.
  • Demonstrated ability to manage multiple projects and priorities simultaneously.
  • Must possess a valid driver’s license with a clean driving record without restrictions.

Department of Conservation and Recreation (DCR)

Connecticut Experience

  • Connecticut Department of Energy and Environmental Protection (CTDEEP)
  • Connecticut Siting Council (CSC)
  • Natural Diversity Database
  • Municipal zoning and planning boards
  • Connecticut State Historic Preservation Office

Rhode Island & Vermont Experience

  • Rhode Island Office of Energy Resources (RI OER)
  • Rhode Island Department of Environmental Management (RIDEM)
  • Coastal Resources Management Council (CRMC)
  • Vermont Department of Environmental Conservation (VTDEC)
  • Vermont Department of Public Service (DPS)
  • Vermont Fish & Wildlife Department

Additional Preferred Experience:

  • Experience supporting utility, transmission, renewable energy, natural gas, and infrastructure projects.
  • Experience with USACE Section 404, 401, and Section 10 permitting.
  • Experience with the Massachusetts Endangered Species Act and NHESP review process.
  • Experience with ESA consultation, USFWS coordination, and Clean Water Act permitting.
  • Technical expertise in wetlands, wildlife, habitat assessments, or natural resources.
  • Experience developing project scopes, budgets, pricing, and proposals.

 

Physical Demands & Work Environment:

  • Flexible remote or hybrid work arrangement within New England.
  • Travel throughout Massachusetts and New England for client meetings, agency coordination, project site visits, and business development.
  • Ability to work independently and collaboratively within multidisciplinary consulting teams.

Compensation:

Pay commensurate with experience.

Pay Range: $130,000-$160,000 yearly

 

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience and demonstrated work experience in the above role; skills, certifications, and competencies that align to the specified role; geographic location; and education, as well as contract provisions regarding labor categories that are specific to the position.
