MARI 1 Coordinator, Kiribati Cross-Cutting Program Support Project

Project Summary:
The primary goal of the Kiribati Cross-Cutting Program Support (CCPS) Project is to provide support for the implementation of the Threshold Program Grant Agreement between the Millennium Challenge Corporation (MCC) and the Government of Kiribati. The objective of this agreement is to facilitate decent and inclusive employment for the citizens of Kiribati through the implementation of three activities focusing on building the capacity of the Ministry of Employment and Human Resources (MEHR), supporting worker protection and family resilience, and supporting youth skills camps and scholarships. The CCPS contract, implemented by Tetra Tech (Management Systems International (MSI-TT), will support the implementation of the Facilitated Governance Reform (FGR) approach with the MEHR, provide monitoring and evaluation assistance, support travel logistics, and provide communication support. The contract, which was executed in June 2024, will run for three and a half years.

Position Summary:
The Mwakuri Aika a Raraoi Ibukimi 1 (MARI 1) Coordinator will be a full-time position based in Tarawa, Kiribati at the MEHR. The MARI I Coordinator will play a crucial role in supporting the MEHR with a FGR approach to building capacity. The FGR support will be provided through utilizing a PDIA approach, or an approach led by a subject matter expert (SME). The FGR approach is defined by establishing task teams within MEHR to address a given problem, make progress towards goals, and implement potential solutions. The Coordinator will also provide support to the CCPS M&E component (25% of their time). The Coordinator will work closely with MEHR teams. The Coordinator will coordinate with PDIA and SME facilitators as requested by each MEHR task team. This will involve coordinating meetings, pulling together documents, and additional administrative support to MEHR task teams as they move through the FGR process. In particular, the Coordinator will work with task teams to develop a funding request to access Flexible Assistance Funds for additional technical assistance needs. The Coordinator will coordinate with MSI-TT’s Project Managers to fulfill those requests.
Responsibilities:
- Support task teams by developing required documentation such as terms of reference, team charters, or funding requests, as well as organizing team meetings, and taking notes at each meeting.
- Assist the PDIA facilitator and SME facilitators.
- Serve as a resource, utilizing on-the-ground local knowledge to effectively support the MEHR teams’ operations.
- Help organize and attend meetings for each MEHR task team, which may include preparing agendas, managing invites, and procuring necessary materials (e.g., flipcharts).
- Take and share meeting notes for MEHR task team meetings.
- Support ad hoc requests to support the FGR process from the task teams, PDIA facilitators, and SME facilitators.
- Collect and organize existing research or other information that may be useful for MEHR task teams.
- Conduct consultations with other stakeholders to gather additional information.
- Support the coordination of the flexible assistance fund, including managing communication between the MEHR teams, MCC, MEHR leadership, and MSI-TT’s project management team who will administer the fund.
- Track the progress of each flexible assistance fund request and update the MEHR task teams as needed.
- Support the planning and organization of teambuilding events throughout the project’s duration, collaborating closely with the PDIA, SME facilitators, and MEHR teams.
- Explore various options such as retreats, workshops (on, e.g., communication skills, leadership development), or games to foster team cohesion and progress.
- Provide on-the-ground M&E support as needed to the CCPS M&E Manager.
- Act as the local M&E representative and liaison for M&E activities with the implementing partners, supporting data collection, and facilitating the dissemination of results.
- Support meeting and workshop logistics, as needed.
Qualifications:
- Bachelor’s degree required.
- Minimum three years of experience required.
- Experience providing program support in organizational context preferred.
- Strong understanding of how to work in the Kiribati context required.
- Familiarity with authorizing environments, norms, and practices in Government of Kiribati, preferred.
- Familiarity with monitoring and evaluation (M&E) methods and approaches is preferred.
- Ability to interact professionally with senior Kiribati officials is required.
- Ability to be flexible, responsive, and results oriented.
- Strong communication and organizational skills.
- Strong computer skills, particularly in email and Microsoft Word required.
- Strong Microsoft PowerPoint and Excel skills preferred.
- Fluency in the Kiribati language and strong written and spoken language skills in English required.
