Local Coordinators (Short Term Technical Assistance), PIMMELA, Fiji and Solomon Islands
Tetra Tech is seeking two Local Coordinators (Short-Term Technical Assistance) — one based in Fiji and one based in Solomon Islands — for the PIMMELA team to support the in-person fieldwork component of the rapid assessment of the U.S. Department of State's Pacific Coastal Fisheries Management and Compliance (PaFMaC) Activity.

Position Summary:
The Local Coordinator will provide on-the-ground logistical and coordination support for the in-person fieldwork component of the PaFMaC Rapid Assessment in their respective country. Two Local Coordinators will be recruited — one based in Suva, Fiji and one based in Honiara, Solomon Islands. The role covers a three-week period per country, comprising approximately two weeks of preparatory coordination and one week of active fieldwork support. The Local Coordinator will work under the direction of the PIMMELA M&E Specialist and in close coordination with the Team Leader and Local or Regional Researcher. This role will report to the PIMMELA M&E Specialist.
Essential Job Functions:
The following duties are considered essential to the role. Reasonable accommodations may be made to enable individuals with disabilities to perform these essential functions:
1. Pre-fieldwork Coordination (Weeks 1-2):
- Liaise with national fisheries agency offices, SPC staff, implementing partners, and other relevant stakeholders to schedule and confirm key informant interviews and focus group discussions in advance of the assessment team's arrival
- Support the identification and confirmation of interview venues, including coordination with the Ministry of Fisheries and relevant government offices to secure use of meeting spaces at no cost
- Assist in the preparation and dissemination of interview invitations, information sheets, and consent forms to prospective interview participants
- Support the arrangement of local ground transportation for the assessment team, including airport transfers and inter-venue travel during fieldwork
- Liaise with hotels or accommodation providers to confirm team lodging arrangements as directed
- Identify and brief local translators or interpreters if required for specific interviews or focus group discussions
- Maintain an updated fieldwork schedule and contact list for all confirmed stakeholders and interview participant
2. Fieldwork Support (Week 3):
- Accompany the assessment team during in-person fieldwork to provide logistical support, local navigation, and stakeholder liaison
- Facilitate introductions between the assessment team and interview participants, ensuring culturally appropriate and respectful engagement
- Provide translation or interpretation support during interviews and focus group discussions where required
- Assist in the set-up and management of focus group discussion venues, including arrangement of materials, seating, and equipment
- Support real-time scheduling adjustments and rescheduling of interviews or focus group discussions as needed during fieldwork
- Provide on-the-ground guidance on local customs, protocols, and cultural sensitivities to ensure appropriate engagement with government officials, community representatives, and civil society organizations
- Assist with the distribution and collection of online survey materials and consent forms as directed by the PIMMELA M&E Specialist
3. Analysis and Reporting Support:
- Maintain accurate records of confirmed and completed interviews, including attendance lists and signed consent forms
- Support the submission of receipts and documentation for local expenses incurred during fieldwork as required by PIMMELA operations procedures
- Provide a brief end-of-assignment report summarizing coordination activities, challenges encountered, and lessons learned for future fieldwork planning
Required Qualifications:
· Bachelor's degree in social sciences, public administration, development studies, environmental studies, or a related field
· Minimum of 2 years of experience in a coordination, logistics, or administrative support role, preferably in a development program or research context
· Demonstrated ability to liaise effectively with government officials, civil society organizations, and other stakeholders at national and sub-national levels
· Strong organizational and time management skills with the ability to manage multiple tasks simultaneously
· Excellent written and verbal communication skills in English
· Familiarity with the national government systems, institutions, and cultural protocols of the respective country (Fiji or Solomon Islands)
· Ability to work flexibly and adapt to changing schedules and priorities during fieldwork
Preferred Qualifications:
· Prior experience supporting in-country fieldwork for international development evaluations, assessments, or research projects
· Familiarity with fisheries, natural resource management, or environmental governance programs in the Pacific Islands context
· Knowledge of coastal fisheries management issues, IUU fishing, or MCS frameworks in the Pacific
· Proficiency in a local language relevant to the respective country (iTaukei or Hindi for Fiji; Pijin for Solomon Islands) is an advantage
· Existing professional networks with national fisheries agency staff or regional fisheries bodies in the respective country
Physical Requirements:
· Ability to travel within the respective country for in-person fieldwork coordination and support as required
Work Environment / Environmental Factors:
· This position is based in the respective country of assignment — Suva, Fiji or Honiara, Solomon Islands. It combines remote preparatory work with active in-person fieldwork support during the assessment team's visit. The Local Coordinator is expected to be available full-time during the one-week in-person fieldwork period.

· This is an STTA position covering the period from July to August 2026.
