Legal Expert - Moldova
Knowledge, Skills & Abilities (KSA) required (experience, skills, education, certification, etc.):
- 7+ years of experience in drafting legislative documents and related documentation.
- Good knowledge of the processes and procedures related to development, promotion and adoption of normative acts (primary and secondary legislation).
- Understanding of EU energy legislation, in particular the EU acquis incorporated in the Energy Community Treaty.
- Experience with legal expertise of normative acts and knowledge of Moldovan legislative techniques.
- Experience in drafting regulatory impact assessments for legislative acts, as well as tables of comments, tables of concordance.
- Ability to build and maintain positive working relationships with government officials and other essential power sector stakeholders.
- Ability to communicate effectively to build consensus and support energy sector stakeholders and/or project team members towards a common goal.
- A bachelor's degree in law, energy policy or other field directly related to energy sector reform.
- Good administrative and organizational skills, strategic thinking, solid communication and interpersonal skills, including being a strong writer and articulate speaker
- Language: Fluency in Romanian, good knowledge of English, Russian.
- Proven ability to handle multiple tasks in a fast-paced, deadline-oriented environment.
