KPI & Data Reporting Manager

Position Summary:
The KPI & Data Reporting Manager will manage, organize, and set priorities for the project team. The position will oversee and ensure the quality, productivity, completeness, and accuracy of project management activities. This position will also monitor workloads, lead job assignments, track key metrics, and assist in weekly, monthly, and quarterly comprehensive reporting. You will be providing programmatic expertise and guidance to ensure compliance with Federal grant programs.
Essential Job Functions:

- Ensures that the project is operating in compliance with all laws, regulations, and policies for applicable FEMA programs Hazard Mitigation (HMP); Public Assistance (PA); Community Block Grant (CDBG-MIT and DR); 404, 406, 428 Permanent Repair; Environmental and Historical Preservation (HMP).
- Own the KPI framework for assigned programs, including metric definitions, calculation methodologies, targets, thresholds, data owners, source systems, and reporting frequency.
- Develop, maintain, and continuously improve weekly, monthly, and quarterly performance reports, executive summaries, scorecards, and dashboards for leadership and client review.
- Collect, consolidate, validate, and reconcile data from project management, grants, budget, schedule, contractor, A&E, closeout, and other operational sources.
- Analyze KPI trends, variances, exceptions, and root causes; identify emerging risks and performance gaps; and present clear recommendations to project and program leadership.
- Assesses client situations and contractor reporting; identifies and interprets federal regulations and uses knowledge and experience to determine method of project implementation.
- Monitor program milestones, workload, productivity, schedule performance, budget status, documentation completeness, and other indicators relevant to successful project delivery.
- Optimizes procedures and addresses any issues presented by project leadership. Keeps management team informed on issues, problems & resolutions. Coordinates and participates in resolution of project related issues and concerns.
- Ensures accurate project records are maintained and accessible to meet client management, budgeting, grant and A&E development requirements.
- Coordinate with grants management, A&E, closeout, PRDE team members to implement programmatic compliance and ensure accurate and timely project and grants documentation.
- Monitors and updates program milestones, scheduling, priorities, and Project Implementation Schedule - Anticipated project target dates.
Required Qualifications:
- 5 years of experience in the project management field.
- Previous experience in consultative organizations and in project management.
- Advanced proficiency with Microsoft Excel, including formulas, PivotTables, lookups, data validation, charts, and structured reporting models.
- Proficiency with Microsoft Office and familiarity with data information systems, project management systems, document repositories, and mobile applications.
- Excellent written and verbal communication skills.
- Bilingual in Spanish and English.
Preferred Qualifications:
A bachelor’s degree in a relevant field, however experience will be considered in lieu of degree.
- 2-4 years of experience in FEMA or HUD programmatic management.
- Experience with dashboard or business-intelligence tools such as Microsoft Power BI.
Physical Requirements:
All candidates must be in Puerto Rico to be considered for the position.
Work Environment / Environmental Factors:
This is a full-time onsite position in Hato Rey, San Juan, Puerto Rico.
Compensation:
The salary range for this position is $33.00 to $35.00 per hour (depending on experience). Actual salaries will be determined based on location, experience, responsibilities, and qualifications.
