Project Summary:

The Promoting Rule of Law Activity (PROLA) is a five-year activity funded by USAID/ Democratic Republic of Congo (DRC). This activity helps the Government of the Democratic Republic of Congo (GDRC) fight corruption and promote equal and equitable access to justice in DRC to improve public perception and trust of the judiciary by 1) increasing transparency, accountability, and integrity in the justice system to promote equal and equitable justice and support the DRC’s anti-corruption efforts; 2) empowering civil society to demand GDRC commitment to judicial independence and contribute to judicial reform; and 3) increasing equal and equitable access to justice for all.  

 

**Please note: Only Congolese (DRC) citizens are eligible for this position**

 

Position Summary:

The Judicial Reform Expert will spearhead all objective 1 activities which will increase transparency, accountability, and integrity in the Congolese judiciary. This includes improving internal Conseil Supérieur de la Magistrature (CSM) functions, such as case management, information sharing, and data management, and the capacity of CSM to prosecute corruption cases external to the judiciary and improving efficiency and transparency of disciplinary proceedings. This is a full-time position based in Kinshasa, DRC. The Expert will report to the Chief of Party (COP). This position is contingent upon award.

 

Responsibilities:

  • Provide overall strategic vision, management, and technical direction of objective 1 activities to ensure it achieves its objectives and results.
  • Coordinate activities with other objective leads and senior management team to ensure the end goal of increasing public trust in the judiciary.
  • Manage external relationships with government stakeholders including CSM and Ministère de la Justice (MOJ), and collaborate with other donors in this space. 
  • Participate in work planning, performance management, data collection, quality assurance, budgetary control, and responsiveness of technical assistance to ensure compliance with USAID regulations.
  • Supervise country-based technical staff.

 

Qualifications:

  • LL.B. required. LL.M. preferred.  
  • Minimum 10 years of professional experience implementing judicial reform programming in Africa, including DRC, required.
  • Experience and training as a prosecutor, judge, or lawyer in DRC required.
  • Knowledge of Congolese criminal and civil laws and procedures required.
  • Experience developing working relationships with a broad range of government and judicial institutions, justice sector stakeholders, and civil society partners preferred.  
  • Experience with data collection and analysis, specifically pertaining to justice needs and institutional performance required.
  • Fluency in written and spoken French required and proficiency in written and spoken English required.
