  • Tetra Tech is seeking an Investment Security / Screening Expert to lead on a piece of work facilitating a knowledge exchange between the UK and government officials from a partner country in MENA.

     

  • October 2026 - February 2027 

     

  • Remote with potential travel to the MENA Region

The Programme

Tetra Tech is delivering a programme in the MENA region aiming to advance sustainable and inclusive economic growth and prosperity. The programme is currently exploring a new Secure Investment workstream focused on knowledge exchange around the UK’s investment screening regime, including the National Security and Investment Act (NSIA).

The Role

The expert will be responsible for designing, developing and delivering the Secure Investment workstream, with an initial timeline of October 2026 to February 2027.

The expert will be expected to:

The Person

  • Provide technical advice on the UK’s investment screening tools, procedures and wider screening regime, with a focus on how the system operates in practice (e.g. UK’s National Security and Investment Act). This should include an explanation of how screening is structured, governed and implemented across HMG, and how it interacts with wider economic and investment objectives.

  • Advise on the behaviours, processes and institutional arrangements that underpin an effective screening regime, including cross-government coordination, decision-making pathways, internal workflows, roles and responsibilities, and the operational arrangements required to embed a screening function within government ways of working.

  • Advise on how the UK approach engages with the private sector and communicates screening in a way that supports transparency, predictability and a positive investment environment.

  • Support preparation for, participation in, and follow-up to planned workshops in country and identify and develop options for possible follow-on technical assistance.

  • Lead on the drafting, coordination, and refinement of outputs.

Essential: 

 

  • Knowledge of how investment screening regimes are developed and embedded in government

  • Experience and strong knowledge of UK investment screening tools and procedures, ideally including the UK National Security and Investment Act

  • Strong drafting skills and ability to produce concise, policy-relevant written outputs.

  • Experience supporting policy design, capacity building or technical assistance for governments.

Desirable

 

  • Arabic language skills are an advantage but not essential
