Inclusive Finance and Gender Specialists for the Indonesia Gender Integration Project

Tetra Tech is implementing the “Gender and social assessments of Projects and Development of Social and Gender Integration Plan (SGIP)” for MCA Indonesia Compact II. This position pertains to the Compact’s FMD Project. The objective of the FMD Project is to reach financial close on transactions using structured finance, including participation by institutional investors and with a focus on local currency transactions, responding to the root causes of underdeveloped project financing market and capital markets. The project includes three activities:
- Capacity Building/Technical Assistance Activity: This activity aims to build capacity for institutional change within the financial market ecosystem, including in the areas of green and sub-national finance.
- Transaction Advisory Services Activity: This activity will provide transaction advisory services to originate approximately 10 proof-of-concept demonstration transactions.
- Blended Finance Delivery Mechanism (BFDM) Activity: This activity aims to mobilize commercial financing for sub-projects by providing blended finance grants.
Tetra Tech is seeking dynamic and experienced Finance and Gender Specialists to conduct capacity building and technical assistance activities. The Specialists will primarily identify and design modules for gender and finance trainings (see a list below) and deliver them to a central and local government, financial investors, project developers, and other relevant project stakeholders. The Specialists will start with the existing gender analysis and action plan which has already identified the list of necessary capacity building work so there is no need for an assessment to start again. Rather, the Specialists will be expected to bring more understanding of the regulations, actors, and the GESI gaps in the infrastructure financing space, to refine existing suggested modules.
The Specialists will:
- Conduct due diligence on the capacity gaps and needs of relevant actors involved in the FMD Project. These are lenders, blended finance host company, project proponents and financial sector regulators.
- Support the development of tailored training modules on:
- Gender lens investing principles to be embedded into investment lifecycle for lenders gender integration into due diligence and screening protocols for lends and investors.
- Awareness of Blended Finance mechanism and overlaps with gender equity grants/bonds.
- Preparing Final Business Case with a gender lens, highlighting financial and economic merits of GSI.
- Gendered challenged and opportunities to increase awareness on access to finance for infrastructure and case studies and best practices to mitigate unconscious bias in infrastructure project design.
- Industry standards for gender mainstreaming across project finance ecosystem.
- Practical tools and resources available to support women’s economic empowerment and vulnerable populations for project sponsors/proponents
- Deliver identified training in person or online, to all related sector stakeholders, including MCA staff, local government, private sector stakeholders, and CSOs and report back on results.
Minimum Qualifications Required:
- A post-graduate degree (master's or above) in social science – anthropology, sociology, political science, demography, geography, or a related discipline.
- At least 10 years’ experience in social, gender and poverty analysis. These includes experience in the following: legal, regulatory, institutional barriers, governance frameworks; social and gender norms and relationships; exclusion; intra-household gender dynamics; gender-based violence, and women’s economic empowerment, inclusive and gender-informed and focused capacity building.
- At least 5 years of experience working at the nexus of finance and gender.
- At least 5 years of experience working on social and gender analysis to contribute to understanding specific constraints or problems of women’s economic empowerment and social inclusion.
- Demonstrated knowledge of local actors in the inclusion and gender space in Indonesia.
- Has a strong professional network with the private sectors, international agencies, national government institutions, sub-national governments, and/or other related parties.
- At least 5 years of experience working in multi-sectoral team, especially financial sector experts, engineers.
- Proficiency in Bahasa Indonesia and English both in writing and conversation.
- Experience with the financial sector will be a strong benefit.
