Position Summary:

The Human Resources (HR) Manager will support the day-to-day delivery of HR services for MELA, including recruitment, onboarding, personnel files, timesheets, leave administration, consultant invoicing, performance management, and compliance with HR policies. The HR Manager will work closely with project staff, Finance and Operations, and the MSI Home Office and will report to the Senior Finance and Operations Manager. This is a full-time, Amman-based role with a period of performance from September 2026 – September 2027.  

Essential Job Functions:
The following duties are considered essential to the role. Reasonable accommodations may be made to enable individuals with disabilities to perform these essential functions:
•    Coordinate the recruitment and onboarding of project employees and consultants, including reference checks, salary verification, and completion of required forms.
•    Maintain complete and up-to-date electronic personnel and consultant files in Egnyte.
•    Ensure timesheets are accurately completed, approved, and submitted on time.
•    Process staff leave requests and maintain an accurate and current leave tracker.
•    Monitor employee and consultant agreement periods and coordinate required modifications or extensions with the MSI Home Office.
•    Prepare and verify HR information required by Finance for monthly payroll, income tax, social security, medical insurance, and other benefits.
•    Coordinate with employer-of-record service providers regarding contracts, payroll, benefits, leave, and other routine HR matters.
•    Review short-term consultant invoices and supporting documentation before submission to Finance for payment.
•    Coordinate probationary, mid-year, and annual performance appraisals and maintain the related records.
•    Support the consistent application of project HR policies and applicable labor laws.
•    Assist expatriate staff with visas, work permits, residency, relocation, and settlement in Jordan.
•    Respond to routine employee questions and refer sensitive or complex HR matters to the Senior Finance and Operations (SFO) Manager or Home Office.
•    Promote a respectful, inclusive, and collaborative work environment.
•    Perform other related HR and administrative duties as assigned by the SFO.

 

Required Qualifications:

•    Bachelor’s degree in human resources, business administration, or a related field.
•    At least five years of relevant HR experience, preferably with an international organization or donor-funded project.
•    Knowledge of Jordanian labor law and standard HR practices.
•    Experience with recruitment, personnel administration, payroll inputs, leave, and performance management.
•    Strong organizational, communication, and interpersonal skills.
•    Ability to maintain confidentiality and manage sensitive personnel information.
•    Proficiency in Microsoft Office and electronic document-management systems.
•    Professional proficiency in Arabic and English.

Physical Requirements:
•    Prolonged periods sitting or standing at a desk and using a computer.

Work Environment / Environmental Factors:

•    This position has no work or environmental factors outside of a standard office environment.  

Additional Information

•    This is a full-time position. The expected work week is from Sunday to Thursday, 40 hours per week. 
•    This position is required to be in the office Sunday – Thursday. This arrangement is subject to review and may change at the company’s discretion.
