The opportunity
The Vanuatu Australia Education Support Program Phase II (VAESP II) is funded by the Australian Government and delivered in partnership with the Government of Vanuatu. The program supports the Ministry of Education and Training to implement national education priorities, including the Vanuatu Education and Training Sector Strategy, Inclusive Education Policy, and Sustainable Development Goals. VAESP II also manages Australia Awards Vanuatu Scholarships, providing professional development, networking, and alumni opportunities. The program contributes to improved quality education, social inclusion, and stable, equitable growth in line with Vanuatu’s National Sustainable Development Plan.
This is an opportunity to work with the Ministry of Education and Training in a strategic advisory role focused on improving human resources capability, systems, and workforce management. The Consultant will support the Ministry to assess its current HR structure and practices, identify capability and operational gaps, and develop practical recommendations to strengthen leadership, people management, and organisational performance. Working closely with senior leadership and key stakeholders, the role will contribute to shaping a more effective and sustainable HR function that supports the delivery of quality education and training services.
Key responsibilities
- Conduct a strategic HR capability assessment of the Ministry of Education and Training.
- Review current structures, systems, and workforce management arrangements.
- Identify HR gaps, constraints, and opportunities for improvement.
- Support senior leaders and HR Managers to strengthen HR leadership and people management.
- Develop practical recommendations and an implementation roadmap.
About You
- Highly experienced strategic HR professional
You will hold an advanced degree in Human Resources, Public Administration, Organisational Development, or a related field, with at least 10 years’ experience in strategic HR management. Experience in the public sector or a ministry of education is desirable, and you will have a proven track record of designing executive-level HR reporting frameworks, organisational structures, and capability-building programmes. - Strong HR systems and advisory capability
You will bring a strong understanding of public service staffing regulations and external approval processes, with demonstrated ability to design HR tools, systems, templates, and reporting frameworks that support effective workforce management and decision-making. An understanding of French and/or Bislama would be an advantage. - Excellent stakeholder and interpersonal skills
You will be a strategic, analytical, and collaborative professional with strong relationship-building skills, sound judgment, discretion, and integrity. You will be able to work effectively in complex institutional and relational settings and manage sensitive issues with tact and diplomacy.
