The Programme

The upcoming Humanitarian Emergency Response Operations and Stabilisation programme (HEROS 2.0) will enable FCDO to respond rapidly, at scale, to global humanitarian disasters and support work on protracted crises, chronic emergencies and humanitarian reform. It will provide FCDO with a flexible model to support the UK Government’s conflict, stabilisation and security work in fragile and conflict-affected states, both during steady state periods and in response to new crises. HEROS 2.0 will deliver the following overarching capabilities:

1. Humanitarian & Conflict Early Warning & Analysis (EWAR) : Expert analytical capability to provide horizon-scanning for global humanitarian and conflict risk drivers, presenting this information and analysis to FCDO. 

2. Standing Humanitarian Expertise: Technical expert capacity to provide advice, analysis, and evidence products in support of FCDO’s humanitarian planning, preparedness and response. This capacity will be deployable globally to provide ‘first response’ support to sudden-onset humanitarian crises, in addition to supporting protracted crises and system reform. This capacity will cover a range of technical specialisms alongside a core generalist humanitarian skill set (Indicative specialisms include: Shelter, WASH, Health, Cash, Preparedness, Protection & Inclusion, Resilience, Localisation & Participation)

3. Scalable Expertise: Capability to deploy, at pace, technical expertise for FCDO to fulfil specific, time-limited advisory and analytical requirements across humanitarian, conflict and security objectives.

4. Humanitarian Logistics: End-to-end logistics function to plan, scope, source and deploy equipment and humanitarian supplies in response to crises, as required by FCDO. This capability may include the management of UKAid stockpiles, in the UK and globally, as well as rapid sourcing and delivery in response to crisis demand.

The Role

Duties and Responsibilities

This is a unique role and opportunity to lead one of FCDO’s largest humanitarian programmes providing leadership to a flagship humanitarian support activity. The HEROS 2.0 Director will provide senior leadership and overall management of the HEROS 2.0 programme, leading the core delivery team and acting as the main counterpart to the FCDO. The role will ensure effective delivery across all programme components, including early warning and analysis, expert advisory support, deployments, procurement and logistics, standby partnership deployments, and UNDAC-related support. The Director will be responsible for strategic oversight, stakeholder engagement, programme performance, risk management, and ensuring the programme remains ready to respond rapidly to humanitarian emergencies and protracted crises.

The Person

Essential:

·         Minimum 15 years of relevant experience in the humanitarian sector

·         Proven experience in humanitarian delivery, including first-phase emergency response.

·         Demonstrated experience working with FCDO in the UK and overseas Posts.

·         Proven experience in senior leadership positions, with responsibility for teams, strategy, and delivery.

·         Experience leading or working within humanitarian networks and coordination mechanisms.

·         Knowledge of the UN humanitarian system and experience of working with UN programmes and agencies.

·         Strong leadership, communication, stakeholder management, and decision-making skills.

 Desirable

·         SC or DV security clearance

·         Technical knowledge of conflict and stabilisation 

·         Direct experience of humanitarian assistance implementation with NGOs

·         Previous Team Leader experience on FCDO programmes

·         Prior experience of HSOT delivery or similar humanitarian response programmes

·         Familiarity with the UNDAC deployments

·         Familiarity with humanitarian procurement, logistics and warehouse management

·         Confidence with MIS solutions and technological developments in the humanitarian space.
