Project Summary: 

The USAID/OTI Colombia Program seeks to address emerging factors of instability through support to the Government of Colombia (GOC) and communities for robust peace accord implementation, thus helping to demonstrate that an integrated, comprehensive approach to the conflict also provides solutions to some of the country's biggest problems to include rural insecurity and illicit economies. Implicit in this approach is support to the GOC in understanding the unique post- accord drivers of instability and support for piloting innovative solutions. The program will also focus on increasing the capacity and co-responsibility of both GOC and community actors for accord implementation.

Position Summary:

The Grants Specialist position will be based in Bogotá and is part of the Grants team on the Colombia/OTI Program. This position is responsible for outreach and advertising, screening candidates, developing SOWs and maintaining recruitment files and a database of candidates for short term technical assistance (STTA).   They will help screen all candidates, develops short-lists, and conduct biodata and reference checks in coordination with the Grants Specialists. The position supports all administrative processes for social security requirements for consultants. They will support the STA and Project Development Officers (PDOs) to interview finalists, as needed.  This position is also responsible for doing overall support to the Program Teams as required on activity implementation and provide a checklist for activities close outs and other assignments by the Grants Manager.

Responsibilities:

  • Review and ensure that SOWs are in line with the activity objective, and establish recruiting strategy, timeline, and selection panel composition.
  • Work through advertising and outreach to ensure that positions are distributed through Colombia’s job boards.
  • Network with partners and resource organizations, candidates, and their own networks to source qualified candidates.
  • Assist in conducting evaluations of grant activities, identifying lessons learned, and sharing lessons with the broader program team.
  • Screen all candidates, develops short-lists, interviews competitive applicants, and conducts biodata and reference checks.
  • Work closely with other staff to ensure a smooth transition to onboarding.
  • Maintain candidate relationships, keeping applicants apprised of their status and maintain recruitment files.
  • Support budgeting process with the Grants Specialists in Regional as needed and with the Procurement Specialist.
  • Complete excluded party verifications and Negotiation Memos as required.
  • Maintain accurate program and grant documentation in electronic, hard copy and back-up copies.
  • Have constant and close communication with the Program Teams.
  • Ensure that grants assigned, and the recruitment process have been managed in response to the Program needs.

Qualifications:

  • High School diploma required; Bachelor’s degree preferred.
  • At minimum three years of experience in grant roles on development projects.
  • Experience with USAID and OTI project preferred.
  • Task and detail-oriented, with the ability to work independently and within a team. 
  • Excellent organizational skills and the ability to handle multiple priorities in a fast-paced environment.
  • Experience working in remote and complex areas. 
  • Excellent communication skills and proactive problem-solving skills.
  • Fluency in written and oral English preferred.
