The Energy Security Project (ESP) is a seven-year project funded by the United States Agency for International Development (USAID) and the largest USAID project in Ukraine so far. The USAID ESP is implemented by a USAID Contractor, Tetra Tech ES, Inc., a California-based leading provider of services in the areas of water, environment, infrastructure, resource management, energy, and international development.

The USAID ESP mission is to enhance Ukraine’s energy security, improve the energy legal and regulatory environment in the country, and increase the resilience of Ukraine’s energy supply. This will help to support the country’s economic development and sustain its democracy. USAID ESP is working closely with the Government of Ukraine (GOU) to develop competitive energy markets. By doing so, USAID ESP will facilitate private sector-led energy investments to provide affordable, reliable, resilient, and secure energy for all Ukrainians. USAID ESP is currently in the fifth year of implementation and will run through June 2025.

Position summary & job purpose: 

Tetra Tech has an opportunity for a Gas Network, Technical Projects Manager, who will serve as a member of the Energy Security Project (ESP) and will be a part of the Gas Team to work on the ESP project. This person will play a leading role in activities to support Ukraine’s energy security and post-war reconstruction. Of particular focus is the leading of projects on the development, repair, procurement, and reconstruction of gas infrastructures, including feasibility studies, investment cases, tariff elements for pipelines, compressor stations, surface infrastructure, production, and storage. This is a full-time position for a period of one year, with the possibility of an extension. Learn more about ESP here.

Position responsibilities: 

  • Lead and contribute to projects aimed at promoting gas infrastructure development in Ukraine, coordinating project teams, timelines, and deliverables;
  • Support the procurement of items crucial for the stable functioning of the gas sector in Ukraine, from upstream to midstream and downstream sectors. Where needed, procure, coordinate and manage consultants related to gas planning and investment activities, supported by ESP;
  • Play a lead role in analyzing, recommending, preparing and supporting gas security of supply and infrastructure in Ukraine. Undertake research, develop plans and recommendations to be supported by ESP;
  • Facilitate cooperation by actively engaging with government agencies, industry stakeholders, and market participants. Build their capabilities with training and knowledge transfer on gas sector, infrastructure, EU interconnection. Actively share insights with management, project members and key stakeholders;
  • Produce reports, insights and technical papers as agreed with the ESP Management eam. Work with other advisors and projects to gather relevant information. Ensure data and information are managed effectively, efficiently and securely.
  • All other tasks as assigned by ESP’s Gas Sector Lead.

Minimum qualifications:

  • 5 years of experience in the gas sector and a detailed understanding of the gas industry, including planning and investment-related activities.
  • Proven (Word, Excel, PowerPoint, etc.) drafting skills and strong presentation and negotiation skills, understanding of gas infrastructure is preferred, as well as the technical, financial, and economic mechanisms that are interrelated in the creation of a fully functioning gas network in Ukraine.
  • 1 year of experience working with data sets, excellent quantitative skills, and problem-solving skills.
  • Proven ability to listen and communicate a clear message of purpose to these groups that have varied interests and diverse viewpoints is clearly desired.
  • University degree in business management, engineering, or finance, or equivalent, acceptable to Tetra Tech.
  • 1 year of experience working on USAID or other donor-funded projects is a plus.
  • 1 year of experience working with government agencies is a plus.
